It's wonderful to have you in Hong Kong for the annual International Chinese New Year Night Parade, celebrating with us the first fantastic day of the Year of the Horse.
Tomorrow night, a dazzling fireworks display will illuminate both sides of Victoria Harbour, filling the sky with shimmering colour, explosive sound and the surging symbols of renewal, joy and abundance.

There's no better way to celebrate the Year of the Horse than by taking in the "Year of the Horse Raceday" on Thursday. And on Saturday, don't miss the Chinese New Year Cup – a long standing football tradition.

These are just a few highlights. You'll discover Chinese New Year festivities throughout Hong Kong – Asia’s capital for culture, entertainment, sports and mega-events.
The fairs were held at 14 locations for seven days from February 11, attracting about 2.65 million visitors. Yesterday (February 16) was the peak, with more than 210 000 visitors in the LNY Fair at Victoria Park on a single day.

     A spokesman for the Food and Environmental Hygiene Department (FEHD) said that, this year the FEHD arranged festive music and photo spots at the LNY fairs, as well as lion dance performances and souvenir distribution, which were well received by the public. The FEHD expressed gratitude to the relevant departments for their support and to the stall licensees for their co-operation with the management measures, which helped to keep the fair sites clean, safe and orderly. The department is pleased to see members of the public actively supporting and enjoying the fairs which operation has been smooth in general.

     This year, the FEHD continued to apply technological measures to monitor the venues for implementation of crowd control as necessary. The footfall of individual LNY fairs was displayed on the FEHD website with a view to enabling the public to know about the crowd conditions at the fairs early. The FEHD has also offered assistance to stall licensees in various aspects such as security and refuse collection to ensure the smooth operation of the LNY fairs.

     The department adopted various waste reduction and recycling measures. In addition to clearly labeling litter bins and recycling bins with different tags, the department has arranged on-site staff to remind the public to dispose of waste properly. Apart from collecting general recyclables such as waste paper, plastics and metals at the fairs, the department also arranged for contractors to collect bamboo sticks, wooden pallets, polyfoam and wilted or unsold flowers, all of which have reusable value. From the opening of the LNY fair sites up to the site clearance operation today, about 113 tonnes of materials with reusable value were collected from the 14 LNY fair sites to enhance resource recycling. Furthermore, food waste recycling was practised in the LNY fairs with fast food stalls.

     Moreover, the FEHD also gathered some 1 853 unsold pots of flowers and plants donated by licensees at the fairs. These were delivered to 251 elderly homes/residential care homes for persons with disabilities and seven public hospitals by 22 volunteer teams comprising FEHD staff members.

     With the LNY fairs concluded successfully, the department deployed about 250 staff members and 50 refuse collection vehicles and street washing vehicles to clean the Victoria Park venue. The other 13 LNY fair sites were cleaned up by the department's cleansing contractors. All site clearance work was completed at about 7pm. After thorough cleaning, the venues were restored to their original state.

     Despite the conclusion of LNY fairs, the Che Kung Festival Fair and the Fong Ma Po New Year Fair at Lam Tsuen in Tai Po will be held until March 3. The spokesman reminded members of the public planning to visit the two fairs that they may browse information, including the opening hours of the fairs, on the FEHD's webpage in advance.

Brussels ETO hosts Chinese New Year receptions in Türkiye and Luxembourg (with photos)

     The Hong Kong Economic and Trade Office in Brussels (Brussels ETO) hosted Chinese New Year receptions in Luxembourg on February 11, followed by Istanbul, Türkiye on February 12, as part of the celebration series for the Year of the Horse.

     In her welcoming remarks in Istanbul, the Special Representative for Hong Kong Economic and Trade Affairs to the European Union, Ms Shirley Yung, described 2026 as a year of renewed opportunities for Hong Kong and Türkiye, following the coming into force of two landmark agreements between the two places, namely the Comprehensive Avoidance of Double Taxation Agreement and the Investment Promotion and Protection Agreement, which marked an important milestone in strengthening bilateral economic ties and laid a strong foundation for deeper cooperation in the years ahead.

     Ms Yung reaffirmed Hong Kong's long-standing commitment to free and open markets. "Amid rising tariffs, Hong Kong continues to uphold our status as a free port, with the free flow of capital, goods, talent and information. We stay aligned with rule-based international standards, and keep our tax system simple and low," she said.

     Ms Yung also highlighted Hong Kong's unique strengths premised on the "one country, two systems" framework, as well as the initiatives to reinforce HK's position as a "super connector", including the "Go Global" initiative, which leverages Hong Kong's fundraising and professional services to support Chinese Mainland enterprises in their global expansion and supply chain diversification.

     Brussels ETO took the opportunity to showcase Hong Kong's unique East-meets-West culture in Istanbul by inviting the Hong Kong Chinese Orchestra to stage a Chinese musical performance featuring iconic Hong Kong and festive melodies, which captivated local guests.

     Deputy Representative of Brussels ETO, Miss Fiona Li officiated at the reception in Luxembourg, where she highlighted Hong Kong's continued economic expansion and its strength as a leading international financial centre. She noted the city's resilient trade performance, revitalised capital markets and strong fundraising activity, reaffirming Hong Kong's position as a premier global IPO hub.

     Miss Li also emphasised Hong Kong's growing attractiveness to international investors, particularly in asset and wealth management. Sustained capital inflows reflect confidence in Hong Kong's business prospects, reinforcing its role as a trusted gateway for global investors seeking diversification in Asia.

     The events in Luxembourg and Istanbul were attended by over 460 guests from government, financial and business sectors, academia, cultural and creative sectors, media, and the Chinese community. The receptions were co-organised by the Brussels ETO, Invest Hong Kong, and the Hong Kong Trade Development Council, with support from local partners. In Luxembourg, the reception was co-organised by the Luxembourg Chamber of Commerce and the China-Luxembourg Chamber of Commerce.

Update on chikungunya fever

     The Centre for Health Protection (CHP) of the Department of Health announced that, as of 5pm today (February 17), no new cases of chikungunya fever (CF) had been recorded.

Latest surveillance data
---------------------------

     Hong Kong has recorded two confirmed CF cases so far this year, all of which were imported cases. Last year, Hong Kong recorded a total of 82 confirmed CF cases. Among them, 11 were local cases, and the rest were imported cases.

     Since the beginning of 2025, and as of December 10, 2025, a total of 502 264 CF cases and 186 CF-related deaths have been reported in over 40 countries/territories. Cases have been reported in the Americas, Africa, Asia, and Europe. Although the northern hemisphere is currently in the winter season, temperatures in subtropical and some temperate regions remain elevated due to climate change, creating favourable conditions for mosquito breeding. In addition, CF outbreaks continue to occur in many countries worldwide. The risk of imported cases persists. Members of the public should check the situation of the destinations before travelling abroad, especially when travelling to Southeast Asian countries.

Continuously strengthening prevention and control
---------------------------------------------------------

     Given that some local cases of CF have visited the Tsing Yi Nature Trails or the surrounding area in November last year, the trails are currently closed until further notice. Relevant government departments (including the Food and Environmental Hygiene Department (FEHD), Kwai Tsing District Office, Lands Department, Drainage Services Department, and Civil Engineering and Development Department) have been continuously conducting comprehensive mosquito control and environmental remediation work along the trails. Since the confirmation on December 10, 2025, of a case involving a person who had visited the Tsing Yi Nature Trails on November 30, 2025, no further local cases have been recorded to date.

     The FEHD and relevant departments have comprehensively enhanced the mosquito control operations in Hong Kong since July last year, and this has continued. Among these, the FEHD has conducted vector investigations and targeted mosquito control operations against the imported and local cases. In light of the local cases, the FEHD has immediately conducted follow-up actions, including:

carrying out intensive fogging in scrubby areas within a 250-metre radius of the relevant locations to kill adult mosquitoes;

carrying out inspections of the locations, removing stagnant water, applying insecticides and disposing of abandoned water containers every week with a view to preventing mosquito breeding; and

enhancing public education efforts through organising health talks, setting up mobile education stations, and distributing publicity leaflets.

     The abovementioned measures will be continued. Furthermore, the Government will further enhance the mosquito control efforts in addition to the existing measures.

Preventive measures to be taken by the public
----------------------------------------------------

     Members of the public should use DEET-containing insect repellents or other effective active ingredients properly to prevent mosquito bites, but the following precautions should be taken when using them:

read the label instructions carefully first;

apply right before entering an area with a risk of mosquito bites;

apply on exposed skin and clothing;

use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children (for children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent);

apply sunscreen first, then insect repellent;

reapply only when needed and follow the instructions; and

in addition to DEET, there are other insect repellents available on the market containing different active ingredients, such as IR3535 and picaridin. When using any insect repellent, the public should follow the usage instructions and precautions on the product label.

     The FEHD also appeals to members of the public to continue to stay alert and work together to carry out mosquito prevention and control measures early, including inspecting their homes and surroundings to remove potential breeding grounds, changing water in vases and scrubbing their inner surfaces, removing water in saucers under potted plants at least once a week, and properly disposing of containers such as empty cans and lunch boxes. The FEHD also advises members of the public and property management agencies to keep drains free of blockage and level all defective ground surfaces to prevent the accumulation of water. They should also scrub all drains and surface sewers with an alkaline detergent at least once a week to remove any mosquito eggs.

Reporter: Since the Chief Executive has said, the SCMA is a key person to lead the initiatives to formulate Hong Kong's own Five-year plan. Can you give us an update on the timetable and the details of the plan and how would the CMAB (Constitutional and Mainland Affairs Bureau) approach the Five-year plan without a formal SCMA? Thank you.
Mr Chan was accompanied by the Secretary for Security, Mr Tang Ping-keung; the Director of Immigration, Mr Benson Kwok; and the Commissioner of Customs and Excise, Mr Chan Tsz-tat. He also met the frontline staff of the Immigration Department (ImmD), the Customs and Excise Department (C&ED) and the Hong Kong Police Force on duty to extend his Chinese New Year greetings, and expressed his gratitude to them for performing their duties with dedication during the holidays, enabling visitors to continue to enjoy quality and efficient services during the arrival and departure peaks.

     Mr Chan was pleased to note that the relevant government departments have been diligently co-ordinating the ancillary arrangements of boundary control points (BCPs) and transportation, as well as maintaining close liaison with relevant organisations and the travel trade to be well prepared for crowd management, information dissemination and public transportation arrangements, with a view to ensuring the smooth operation of various aspects in receiving visitors. The ImmD has operated additional and temporary counters and channels at various BCPs to divert passenger and vehicular flows. Relevant departments of the BCPs have minimised leave for frontline officers to enable a flexible deployment of manpower.

     The Inter-departmental Joint Command Centre set up by the Police, the ImmD, the C&ED, and other relevant departments commenced operation last Saturday (February 14) to monitor the real-time situation at various BCPs, and to take timely contingency actions as necessary for flexible deployments. Moreover, the Emergency Monitoring and Support Centre of the Security Bureau (SB), and the Emergency Transport Co-ordination Centre of the Transport Department will closely monitor the public order and traffic situation at various BCPs and districts to respond promptly to different kinds of emergencies.

     Mr Chan appealed to visitors arriving in Hong Kong during the Chinese New Year holidays to plan their itineraries ahead of time. He encouraged them to stay overnight after participating in various local celebratory activities for the Chinese New Year to fully experience Hong Kong's festive culture as well as its unique city charm. Members of the public and visitors may also visit the Hong Kong Tourism Board's one-stop Chinese New Year festive webpage (www.discoverhongkong.com/eng/what-s-new/events/chinese-new-year.html) and the SB's one-stop information platform on immigration clearance "Easy Boundary" (www.sb.gov.hk/eng/bwt/status.html?type=outbound) to obtain useful information such as opening hours and waiting times of major tourist attractions, respective average waiting times for passengers and private cars at land BCPs as well as those for the Hong Kong-Zhuhai-Macao Bridge shuttle bus and the Lok Ma Chau-Huanggang cross-boundary shuttle bus to plan their trips and save waiting times.

     Mr Chan expressed his heartfelt gratitude to Government colleagues and practitioners of various industries for their hard work during the Chinese New Year period. He also expressed his wishes for the stability and peace of the motherland, a thriving economy, and every success to the community.

DH steps up inspections to premises offering RGA hair growth or platelet-rich plasma services to safeguard public health (with photo)

     In light of the recent investigation by the Department of Health (DH) that some shops are suspected of performing Regenera Activa hair growth (an autologous cell transplant medical procedure, referred as RGA) or platelet-rich plasma injections, contravening the Private Healthcare Facilities Ordinance (Cap. 633) (the Ordinance) which prohibits operating a day procedure centre (DPC) without a licence, the DH today (February 16) visited over 30 shops in Hong Kong which claimed to offer similar services in their websites and conducted investigations if the shops involved illegal acts of operating a DPC without a licence to safeguard public health.

     During the operation, no RGA or platelet-rich plasma medical procedures were found to be conducted at the shops. Some of the shops would arrange customers to undergo the relevant medical procedures at licensed DPCs. Nevertheless, the DH has reminded the responsible persons of the shops that, according to the Ordinance, transplantation of any cells, tissues or organs, including autograft, allograft, xenograft, processed tissue or blood products (such as platelet-rich plasma) and skin flap, are scheduled medical procedures stipulated in the Ordinance. Such procedures, when performed in an ambulatory setting, must take place in a licensed DPC. The DH has also issued a letter to remind all registered doctors and dentists of the abovementioned legal requirements. Any person operating a DPC without a licence commits an offence and is liable on conviction to a fine of $100,000 and imprisonment for three years.

     The DH announced last week that a shop in Mongkok offering RGA hair growth services and platelet-rich plasma injections was suspected of operating a DPC without a licence, the relevant investigation and evidence collection are still ongoing. The DH will seriously follow up on the case, and take appropriate actions against the shop and its responsible persons in accordance with the relevant ordinances.

     The DH reminded doctors that before performing RGA, platelet-rich plasma injection or other scheduled medical procedures stipulated in the Ordinance, they must verify that the premises holds a suitable licence, so as to ensure the best interests of patients and adhere to the Code of Professional Conduct.

     Meanwhile, the DH urged the public that before receiving RGA or platelet-rich plasma injection or other scheduled medical procedures stipulated in the Ordinance, they should find out if the premises providing the services had obtained a DPC licence in accordance with the Ordinance. To assist the public in identifying licensed or exempted facilities, the DH has established the Private Healthcare Facilities Register, which lists all private healthcare facilities with valid licences and exemptions. DPCs must display their licence in a conspicuous place. Each licence bears a QR code that can be scanned using the eHealth app to verify its validity. A total of 24 suspected illegal workers, nine suspected employers and three suspected aiders and abettors were arrested.

     During the anti-illegal worker operations at various Lunar New Year fairs, ImmD officers raided multiple stalls at the events. Twelve suspected illegal workers and six suspected employers were arrested. The arrested suspected illegal workers comprised four men and eight women, aged 18 to 52. They were found selling goods at the stalls. Two men and four women, aged 33 to 49, were suspected of employing the illegal workers. Apart from mounting enforcement operations, ImmD deployed a promotional vehicle and ImmD officers to distribute "Don't Employ Illegal Workers" leaflets and convey the message to Lunar New Year fair stall owners and other retailers across the territory.

     During other anti-illegal worker operations, ImmD officers raided multiple target locations including restaurants, retail stores and garages etc. Twelve suspected illegal workers were arrested. The arrested suspected illegal workers comprised three men and nine women, aged 20 to 54. Among them, two men and two women were holding recognisance forms which prohibit them from taking any employment, with one woman also being suspected of using and being in possession of a forged Hong Kong identity card. The arrested suspected illegal workers were found performing dishwashing, garage mechanic and goods loading duties. Two men and one woman, aged 35 to 65, were suspected of employing the illegal workers and were also arrested. Furthermore, the suspected aiders and abettors arrested were three men aged 42 to 45. An investigation into the suspected employers is ongoing, and the possibility of further arrests is not ruled out.

   An ImmD spokesman said, "Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years' imprisonment. Aiders and abettors are also liable to prosecution and penalties."

   The spokesman warned, "As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years' imprisonment. As stipulated in section 20(1)(a) of the Immigration Ordinance, the Chief Executive may make a deportation order against an immigrant, prohibiting the immigrant from being in Hong Kong at any time thereafter if the immigrant has been found guilty in Hong Kong of an offence punishable by imprisonment for not less than two years. Under the prevailing laws, it is an offence to use or possess a forged identity card or a identity card related to another person. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years' imprisonment."

   The spokesman stressed that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years' imprisonment to a fine of $500,000 and 10 years' imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.

   According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee's identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker's valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman would like to remind all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.

   Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) and/or forced labour victims. When any TIP and/or forced labour indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP and/or forced labour elements. Identified TIP and/or forced labour victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP and/or forced labour victims to report crimes to the relevant departments immediately.
     The POs of the HKSAR Government paid visits to various households such as elderly families, young families, grassroots families and ethnic minority families across 18 districts for four consecutive days (February 13 to 16) to express care to them through face-to-face interactions, convey positive messages and extend well wishes, and join the community and citizens in welcoming the Chinese New Year.

Hong Kong Customs detects two drug trafficking cases involving passengers at airport (with photos)

     Hong Kong Customs yesterday (February 15) detected two drug trafficking cases involving passengers at Hong Kong International Airport and seized about 10 kilograms of suspected cocaine, with a total estimated market value of about $9 million. Two males were arrested.

     The first case involved a 56-year-old male passenger arriving in Hong Kong from Penang, Malaysia, yesterday. During Customs clearance, Customs officers found about 5kg of suspected cocaine inside his baggage. The man was subsequently arrested.

     The second case involved a 60-year-old male passenger arriving in Hong Kong from Penang, Malaysia, on the same day. During Customs clearance, Customs officers found about 5kg of suspected cocaine inside his baggage. The man was subsequently arrested.

     The arrested men have each been charged with one count of trafficking in a dangerous drug. The two cases will be brought up at the West Kowloon Magistrates' Courts on February 18.

     Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

     Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

     Members of the public may report any suspected drug trafficking activities to Customs' 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

Update on chikungunya fever

     The Centre for Health Protection (CHP) of the Department of Health announced that, as of 5pm today (February 16), no new cases of chikungunya fever (CF) had been recorded.

Latest surveillance data
---------------------------

     Hong Kong has recorded two confirmed CF cases so far this year, both of which were imported cases.

In light of the local cases, the FEHD has immediately conducted follow-up actions, including:

carrying out intensive fogging in scrubby areas within a 250-metre radius of the relevant locations to kill adult mosquitoes;

carrying out inspections of the locations, removing stagnant water, applying insecticides and disposing of abandoned water containers every week with a view to preventing mosquito breeding; and

enhancing public education efforts through organising health talks, setting up mobile education stations, and distributing publicity leaflets.

     The abovementioned measures will be continued. Furthermore, the Government will further enhance the mosquito control efforts in addition to the existing measures.

Preventive measures to be taken by the public
----------------------------------------------------

     Members of the public should use DEET-containing insect repellents or other effective active ingredients properly to prevent mosquito bites, but the following precautions should be taken when using them:

read the label instructions carefully first;

apply right before entering an area with a risk of mosquito bites;

apply on exposed skin and clothing;

use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children (for children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent);

apply sunscreen first, then insect repellent;

reapply only when needed and follow the instructions; and

in addition to DEET, there are other insect repellents available on the market containing different active ingredients, such as IR3535 and picaridin.

     Since the operations, Customs has detected nine suspected smuggling cases of controlled injections and medicines. Approximately 100 000 vials of injections, as well as 340 000 tablets and 60 kilograms of suspected controlled medicines, with an estimated market value of over $140 million, have been seized. Among them, six cases involved inbound smuggling of injections through parcel and cargo channels, while the remaining three cases involved outbound smuggling of injections and medicines by sea.

     During the operations, four persons aged between 26 and 61 were arrested. Among them, three were suspected recipients of the parcels, while the remaining one was a suspected online shop operator.

     Investigations of the above-mentioned cases are ongoing, and the likelihood of further arrests is not ruled out.

     Customs will continue to combat cross-boundary smuggling activities with firm enforcement action based on risk assessment and intelligence analysis.

     Smuggling is a serious offence. Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years. Any person who imports pharmaceutical products and medicines without a valid import licence commits an offence. The maximum penalty upon conviction is a fine of $500,000 and imprisonment for two years.

     Under the Pharmacy and Poisons Ordinance, any person who possesses any poison included in Part 1 of the Poisons List other than in accordance with provisions commits an offence. The maximum penalty upon conviction is a fine of $100,000 and imprisonment for two years.

     From February 8 to 14, the CHP recorded two community-acquired LD cases. Both patients involved had underlying illnesses. The details of the cases are as follows:

a 72-year-old female patient living in Central and Western District; and

a 66-year-old male patient living in Kwun Tong District.

     The CHP is conducting epidemiological investigations to identify potential sources of infection and high-risk exposure. Initial investigations revealed that these are sporadic cases. No epidemiological linkages have been established between these two cases and other confirmed cases previously recorded in Hong Kong.

     As of February 14, nine LD cases had been recorded this year. In 2025 and 2024, there were 167 and 135 LD cases respectively.

     Men, people aged over 50, smokers, alcoholics and persons with weakened immunity are more susceptible to LD. Some situations may also increase the risk of infection, including poor maintenance of water systems; living in areas with old water systems, cooling towers or fountains; using electric water heaters, whirlpool spas or hot water spring spas; and recent stays in hotels or ships.

     Legionellae are found in various environmental settings and grow well in warm water (20 to 45 degrees Celsius). They can be found in aqueous environments such as water tanks, hot and cold water systems, cooling towers, whirlpool spas, water fountains, humidifiers and home respiratory devices that support breathing. People may become infected when they breathe in contaminated droplets (aerosols) and mist generated by artificial water systems, or when handling garden soil, compost and potting mixes.

     Immunocompromised persons should:

Use sterile or boiled water for drinking, tooth brushing and mouth rinsing;

Avoid using humidifiers, or other mist- or aerosol-generating devices; and

If using humidifiers, or other mist- or aerosol-generating devices, fill the water tank with only sterile or cooled freshly boiled water, and not water directly from the tap. Also, clean and maintain humidifiers/devices regularly according to manufacturers' instructions. Never leave stagnant water in a humidifier/device. Empty the water tank, wipe all surfaces dry, and change the water daily.

     The public should observe the health advice below:

Observe personal hygiene;

Do not smoke and avoid alcohol consumption;

Strainers in water taps and shower heads should be inspected, cleaned, descaled and disinfected regularly or at a frequency recommended by the manufacturer;

If a fresh-water plumbing system is properly maintained, it is not necessary to install domestic water filters. Use of water filters is not encouraged as clogging occurs easily, which can promote growth of micro-organisms. In case water filters are used, the pore size should be 0.2 micrometres (µm) or less and the filter needs to be changed periodically according to the manufacturer's recommendations;

Drain and clean water tanks of buildings at least quarterly;

Drain or purge for at least one minute infrequently used water outlets (e.g. water taps, shower heads and hot water outlets) and stagnant points of the pipework weekly or before use;

Seek and follow doctors' professional advice regarding the use and maintenance of home respiratory devices and use only sterile water (not distilled or tap water) to clean and fill the reservoir. Clean and maintain the device regularly according to the manufacturer's instructions. After cleaning/disinfection, rinse the device with sterile water, cooled freshly boiled water or water filtered with 0.2 µm filters. Never leave stagnant water in the device. Empty the water tank, keep all surfaces dry, and change the water daily; and

When handling garden soil, compost and potting mixes:

Wear gloves and a face mask;

Water gardens and compost gently using low pressure;

Open composted potting mixes slowly and make sure the opening is directed away from the face;

Wet the soil to reduce dust when potting plants; and

Avoid working in poorly ventilated places such as enclosed greenhouses.

     The public may visit the CHP's LD page, the Code of Practice for Prevention of LD and the Housekeeping Guidelines for Cold and Hot Water Systems for Building Management of the Prevention of LD Committee, and the CHP's risk-based strategy for prevention and control of LD.

     Additionally, as smokers and alcoholics are more susceptible to LD, the Government urges members of the public to quit smoking and avoid drinking. Members of the public may call the DH Integrated Smoking Cessation Hotline at 1833 183, which is answered by registered nurses who provide professional counselling and referral to a wide range of free smoking cessation services. The public may also visit the smoking cessation thematic website (www.livetobaccofree.hk) for more information on smoking cessation. The DH has also launched the Pilot Alcohol Cessation Counselling Service, which provides free counselling to people identified as having probable alcohol dependence, through a subvented non-governmental organisation, the Tung Wah Group of Hospitals (TWGHs). Information on the service has been uploaded to the DH's Change for Health website. Eligible persons who are interested can call the enquiry hotline of the TWGHs (2884 9876).

Credit card lending survey results for fourth quarter 2025

The following is issued on behalf of the Hong Kong Monetary Authority:

     Customs officers intercepted an incoming male passenger, aged 36, at Hong Kong International Airport (HKIA) on February 14, and seized about 91 000 duty-not-paid cigarettes, with an estimated market value of about $372,300 and a duty potential of about $300,200, from his personal baggage. The passenger was subsequently arrested. He was sentenced to six months' imprisonment and fined $1,000 by the Courts today.

     As well, Customs officers intercepted an incoming female passenger, aged 42, at HKIA on the same day, and seized about 74 000 duty-not-paid cigarettes, with an estimated market value of about $302,500 and a duty potential of about $243,900, from her personal baggage. The passenger was subsequently arrested. She was sentenced to five months' imprisonment and fined $1,000 by the Courts today.

     Customs welcomes the sentences. The custodial sentences have imposed a considerable deterrent effect and reflect the seriousness of the offences.
     Customs reminds members of the public that under the DCO, cigarettes are dutiable goods to which the DCO applies. Any person who imports, deals with, possesses, sells or buys illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $2 million and imprisonment for seven years.

     Apart from providing up-to-date statistics, this issue also contains a feature article entitled "Trends of Infant Mortality in Hong Kong, 1951 to 2024". Statistics presented in the "Trends of Infant Mortality in Hong Kong, 1951 to 2024" article are based on the data source from the Health Statistics Division, Department of Health.

"Trends of Infant Mortality in Hong Kong, 1951 to 2024"

     Infant mortality refers to death of those aged below 1 year old. Infant Mortality Rate (IMR) is the number of registered infant deaths in a year per 1 000 registered live births in that year. IMR is a useful indicator of the health status not only of infants, but also of the whole population and of the socio-economic conditions under which they live.

     This feature article describes the trends of infant mortality in Hong Kong from 1951 to 2024 and analyses the infant mortality by sex and by major causes of deaths.

     For enquiries about this feature article, please contact the Health Statistics Division, Department of Health (Tel: 3586 2996; email: enquiries@dh.gov.hk).

     Published in bilingual form, the HKMDS is a compact volume of official statistics containing about 130 tables. It collects up-to-date statistical series on various aspects of the social and economic situation of Hong Kong. Topics include population; labour; external trade; National Income and Balance of Payments; prices; business performance; energy; housing and property; government accounts, finance and insurance; and transport, communications and tourism. For selected key statistical items, over 20 charts depicting the annual trend in the past decade and quarterly or monthly trend in the recent two years are also available. Users can download the Digest at the website of the C&SD (www.censtatd.gov.hk/en/EIndexbySubject.html?pcode=B1010002&scode=460).

     For other Japanese aquatic products, sea salt and seaweeds that are not prohibited from being imported into Hong Kong, the Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department is conducting comprehensive radiological tests to verify that the radiation levels of these products do not exceed the guideline levels before they are allowed to be supplied in the market.

     From noon on February 13 to noon today (February 16), the CFS conducted tests on the radiological levels of 388 food samples imported from Japan, which were of the "aquatic and related products, seaweeds and sea salt" category, in the past three days (including last Saturday and Sunday). No sample was found to have exceeded the safety limit. Details can be found on the CFS's thematic website titled "Control Measures on Foods Imported from Japan" (www.cfs.gov.hk/english/programme/programme_rafs/programme_rafs_fc_01_30_Nuclear_Event_and_Food_Safety.html).

     In parallel, the Agriculture, Fisheries and Conservation Department (AFCD) has also tested 150 samples of local catch for radiological levels. All the samples passed the tests. Details can be found on the AFCD's website (www.afcd.gov.hk/english/fisheries/Radiological_testing/Radiological_Test.html).

     The Hong Kong Observatory (HKO) has also enhanced the environmental monitoring of the local waters. No anomaly has been detected so far. For details, please refer to the HKO's website

     From August 24, 2023, to noon today, the CFS and the AFCD have conducted tests on the radiological levels of 205 334 samples of food imported from Japan (including 131 413 samples of aquatic and related products, seaweeds and sea salt) and 45 074 samples of local catch respectively.
     Among the third batch of Area Gravidtrap Indexes covering 37 survey areas in February, all recorded 0 per cent, indicating that the distribution of Aedes albopictus mosquitoes was not extensive.

     The FEHD has so far released three batches of gravidtrap indexes for Aedes albopictus in February 2026, covering 48 survey areas. Among these 48 survey areas, 47 recorded a decrease or remained unchanged in the individual gravidtrap index as compared to the Area Gravidtrap Index last month, i.e. January 2026, representing that the areas' mosquito infestation improved or maintained a low level. Only one area recorded a slight increase, but the index was lower than 10 per cent.

     The eggs of Aedes albopictus can withstand long periods of desiccation and will hatch when the temperature becomes suitable and water is present. Members of the public should continue to take mosquito control measures during winter to eliminate mosquito eggs.

     Public participation is crucial to the effective control of mosquito problems. The FEHD appeals to members of the public to continue to work together in strengthening personal mosquito control measures, including:

tidy up their premises and check for any accumulation of water inside their premises;

remove all unnecessary water collections and eliminate the sources;

check household items (those placed in outdoor and open areas in particular), such as refuse containers, vases, air conditioner drip trays, and laundry racks to prevent stagnant water;

change the water in flower vases and clear the water in saucers of potted plants at least once every seven days;

properly cover all containers that hold water to prevent mosquitoes from accessing the water;

properly dispose of articles that can contain water, such as empty lunch boxes and cans; and

scrub drains and surface sewers with alkaline detergent at least once a week to remove any mosquito eggs.

     Starting in August 2025, following the completion of the surveillance of individual survey areas, and once the latest gravidtrap index and the density index are available, the FEHD has been disseminating relevant information through press releases, its website and social media. It aims to allow members of the public to quickly grasp the mosquito infestation situation and strengthen mosquito control efforts, thereby reducing the risk of chikungunya fever (CF) transmission.

     Following recommendations from the World Health Organization and taking into account the local situation in Hong Kong, the FEHD sets up gravidtraps in districts where mosquito-borne diseases have been recorded in the past, as well as in densely populated places such as housing estates, hospitals and schools to monitor the breeding and distribution of Aedes albopictus mosquitoes, which can transmit CF and dengue fever (DF). At present, the FEHD has set up gravidtraps in 62 survey areas of the community, with a surveillance period of two weeks. During the surveillance period, the FEHD will collect the gravidtraps once a week. After the first week of surveillance, the FEHD will immediately examine the glue boards inside the retrieved gravidtraps for the presence of adult Aedine mosquitoes to compile the Gravidtrap Index (First Phase) and Density Index (First Phase). At the end of the second week of surveillance, the FEHD will instantly check the glue boards for the presence of adult Aedine mosquitoes. Data from the two weeks of surveillance will be combined to obtain the Area Gravidtrap Index and the Area Density Index. The gravidtrap and density indexes for Aedes albopictus in different survey areas, as well as information on mosquito prevention and control measures, are available on the department's webpage (www.fehd.gov.hk/english/pestcontrol/dengue_fever/Dengue_Fever_Gravidtrap_Index_Update.html#).

Reprovisioned Tuen Mun Swimming Pool to open on February 24 (with photo)

     The Leisure and Cultural Services Department (LCSD) announced today (February 16) that the indoor facilities of the reprovisioned Tuen Mun Swimming Pool located on Lung Mun Road will come into service next Tuesday (February 24).
     Chinese New Year is the festival we eagerly anticipate, a time when every household decorates and prepares to welcome new beginnings.

     As the spirited steed gallops forward, leaving the old year behind, we stand united to embark on a new journey.

     The horse, symbolising speed and stamina, boldly charges ahead, covering vast distances every day. It embodies the tenacity and resilience of Hong Kong people.

     As we step into the Year of the Horse, let us continue to move with agility and steadiness, seizing opportunities, overcoming challenges, and propelling Hong Kong forward.

To encourage the recovery and recycling of yard waste in the community, the EPD has organised the PBTs Recycling Programme since 2017. The PBTs collected from the programme will be processed and turned into recyclable products, such as bulking agents for composting and mulch for gardening. The 2026 Programme will be held after the Lunar New Year holiday this year, and the arrangements are as follows:

February 27 to March 8

Collection points: A central collection point at Y·PARK (see location at Annex), and 55 district collection points (including 12 GREEN@COMMUNITY Recycling Stations, six Outlying Islands Transfer Facilities and 37 public refuse collection points). Please refer to the following website for the locations and opening hours of the collection points: www.wastereduction.gov.hk/sites/default/files/2026/2026-peach-blossom-trees-recycling-programme/Annex_PBT_2026_r0.pdf.

March 9 to 14

Members of the public and commercial and industrial (C&I) organisations can deliver their PBTs to Y·PARK directly during operation hours (9am to 6pm, Monday to Saturday).

     An EPD spokesman reminded members of the public that the 2026 Programme is limited to the recycling of PBTs. All decorations, including fai chun and tape, should be removed before delivery to facilitate the subsequent recycling processes. The public is also encouraged to replant small potted plants such as tangerine trees and reuse festival decorations to help reduce waste and conserve resources. The EPD also welcomes other organisations and associations to provide their own recycling services for PBTs to help the public, and C&I organisations support waste reduction and carbon reduction for all.

     Participants who deliver PBTs to Y·PARK or any GREEN@COMMUNITY Recycling Station for recycling will receive an e-certificate upon the submission and verification of their enrolment form. Those who deliver PBTs to the GREEN@COMMUNITY Recycling Stations will also receive a gift while stocks last. For details of the Programme, please visit the following website:
The CHP reiterated its reminder to parents to arrange for their children to receive a free seasonal influenza vaccination (SIV) promptly. The SIV remains one of the most effective methods of preventing influenza and its complications and can reduce the risk of serious complications or death from infection.

The case involves a 15-year-old boy with underlying diseases. On February 12, he developed a fever. He was sent to the Accident and Emergency Department of Caritas Medical Centre the following day (February 13) due to persistent fever and was admitted on the same day. He subsequently developed desaturation and shock, and was transferred to the paediatric intensive care unit of Princess Margaret Hospital for further treatment today because of worsening conditions. His respiratory specimen tested positive for influenza A virus upon laboratory testing. The clinical diagnosis is influenza A infection complicated with pneumonia and heart failure. He is currently in serious condition.

     A preliminary investigation revealed that the boy has not yet received the 2025/26 SIV. He is a resident of a special school. A recent influenza outbreak was recorded in his school dormitory. The CHP staff has conducted site visit and advised the school to strengthen a series of infection control measures. Chemoprophylaxis against influenza was given to unaffected students and staff. The boy's family members are asymptomatic. The CHP's investigation is ongoing.

So far this year, five severe paediatric influenza cases have been recorded, involving children aged between 6 months and 15 years old. Three of the affected children had not received an SIV, including one case who received the 2025/26 SIV only three days before the onset of illness. As the patient was not protected by the vaccine, the case is not counted as being vaccinated. During the summer influenza season ending in early January, 25 severe paediatric influenza cases were recorded, including three fatal cases and involving children aged between 6 months to 17 years old. Among them, 20 cases (80 per cent) had not received an SIV (including one case who received the 2025/26 SIV only four days before the onset of illness).

     "Although the influenza activity in Hong Kong is currently at a low, influenza activity still remains at a relatively high level in many popular travel destinations for Hong Kong citizens, such as some areas in North America and Europe. Moreover, the overall influenza activity has increased again in Korea and Japan recently, with the major circulating virus strain having changed from the earlier influenza A (H3) to influenza B. With the increase in cross-border travel and the number of incoming visitors in the Chinese New Year, the risk of influenza transmission will also increase. Moreover, based on past experience, Hong Kong's winter influenza season typically occurs in the first quarter. With the persistent cold weather and the possibility of a change in circulating virus strains, it cannot be ruled out that the influenza activity will increase again later. Receiving SIV is still one of the most effective ways to prevent seasonal influenza and its complications. Vaccination also reduces the risk of hospitalisation and death from infection. The public should receive vaccination as soon as possible regardless of staying locally or planning to travel abroad, as it takes about two weeks after vaccination for antibodies to develop in the body for sufficient protection against the influenza virus. All individuals aged 6 months or older, except those with known contraindications, should act promptly if they have not yet received an SIV, including those who contracted influenza in the past few months, in order to safeguard personal health," the Controller of the CHP, Dr Edwin Tsui, said.

     "Recently, outbreaks of influenza continue to occur in schools. For children who did not join the SIV School Outreach Programme, parents should promptly bring their children to private doctors enrolled in the Vaccination Subsidy Scheme to receive an SIV. In addition, the SIV coverage rate for children aged 6 months to under 2 years is only about 25 per cent. Although this represents an approximate 2 percentage point increase compared to the same period last year, it is still much lower than that of other age groups. Through the Primary Healthcare Commission, the CHP has urged family doctors to assist in encouraging parents to allow their children to receive an SIV," Dr Tsui added.

     He also reminded members of the public that, especially for children, the elderly and those with underlying illnesses, they should seek medical advice promptly for early treatment if they present with fever and respiratory symptoms. As children with influenza can deteriorate rapidly, parents must pay close attention to their children's condition. They should go to an Accident and Emergency Department immediately if the child's condition deteriorates, for example, if they develop symptoms such as shortness of breath, wheezing, blue lips, chest pain, confusion, a persistent fever or convulsions.

     Separately, high-risk individuals should wear surgical masks when staying in crowded places. People with respiratory symptoms, even if mild, should wear a surgical mask and seek medical advice promptly. They should also consider whether to attend work or school.

In light of the local cases, the FEHD has immediately conducted follow-up actions, including:

carrying out intensive fogging in scrubby areas within a 250-metre radius of the relevant locations to kill adult mosquitoes;

carrying out inspections of the locations, removing stagnant water, applying insecticides and disposing of abandoned water containers every week with a view to preventing mosquito breeding; and

enhancing public education efforts through organising health talks, setting up mobile education stations, and distributing publicity leaflets.

     The abovementioned measures will be continued. Furthermore, the Government will further enhance the mosquito control efforts in addition to the existing measures.

Preventive measures to be taken by the public
----------------------------------------------------

     Members of the public should use DEET-containing insect repellents or other effective active ingredients properly to prevent mosquito bites, but the following precautions should be taken when using them:

read the label instructions carefully first;

apply right before entering an area with a risk of mosquito bites;

apply on exposed skin and clothing;

use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children (for children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent);

apply sunscreen first, then insect repellent;

reapply only when needed and follow the instructions; and

in addition to DEET, there are other insect repellents available on the market containing different active ingredients, such as IR3535 and picaridin.

     The public should call 1823 in case of mosquito problems, and may visit the following pages for more information: the CF page of the CHP and the Travel Health Service, the latest Travel Health News, tips for using insect repellents, and the CHP Facebook Page, Instagram Account and YouTube Channel, and also the Mosquito Prevention and Control dedicated page of the FEHD.

Fatal traffic accident in Tai Po

     Police are investigating a fatal traffic accident in Tai Po today (February 15) in which a man died.

The Chief Executive and the Chairman of the Committee for Safeguarding National Security of the HKSAR, Mr John Lee; Deputy Director of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee, Deputy Director of Hong Kong and Macao Affairs Office of the State Council, Director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region and National Security Adviser to the Committee for Safeguarding National Security of the HKSAR, Mr Zhou Ji; and Head of the Office for Safeguarding National Security of the Central People's Government in the HKSAR, Mr Dong Jingwei, delivered speeches at the seminar. The HKSAR Government also invited former Director-General of the First Bureau of the Hong Kong and Macao Work Office of the Communist Party of China Central Committee, Vice President of the Chinese Association of Hong Kong and Macao Studies and Professor of the School of Law of Tsinghua University, Professor Wang Zhenmin; and former Vice-chairperson of the HKSAR Basic Law Committee of the Standing Committee of the National People's Congress, Dr Maria Tam, to deliver keynote speeches to provide an in-depth explanation of the essence and key viewpoints of the white paper. Attendees included Principal Officials of the HKSAR Government, members of the Executive Council, the Legislative Council and the Judiciary, as well as personnel of various offices of the Central People's Government (CPG) in Hong Kong.

     Addressing the seminar, Mr Lee said that the white paper offers three important points of insight and understanding. First, the white paper offers guiding significance as an authoritative pronouncement to the HKSAR. It stated outright in its preface that the highest principle of fully, faithfully and resolutely implementing the policy of "one country, two systems" is to safeguard national sovereignty, security and development interests. It outlined five areas, including the unrelenting fight for safeguarding national security in Hong Kong, the Central Government's fundamental responsibility for national security matters concerning Hong Kong, the HKSAR's achievements in fulfilling its constitutional responsibility for safeguarding national security, Hong Kong's transformation from disorder to stability and prosperity, and creating high-standard security for the high-quality development of the "one country, two systems" policy. The white paper has helped all to understand more clearly that the HKSAR has the constitutional responsibility of effectively safeguarding national security, and that the HKSAR Government and all sectors of the community should proactively implement the requirement.

     Second, the white paper offers cautionary significance grounded in reality with its announcement at a critical point in time. The publication of the white paper at this important juncture carries the cautionary significance as a stark warning, reminding us that Hong Kong has once suffered from incessant political chaos because its national security defences were originally full of gaping loopholes. It was ultimately under the auspices of the HKSAR's legal system for safeguarding national security that our city achieved its transformation from disorder to stability and prosperity. We must draw on past experiences and lessons, always remain vigilant against national security risks, and safeguard national security in Hong Kong on all fronts.

     Third, the white paper offers action-oriented significance for practical implementation by systematically detailing the six principles required in creating high-standard security for the high-quality development of the "one country, two systems" policy:

i. Upholding the unity of the Central Government's fundamental responsibility and the HKSAR's constitutional responsibility. Mr Lee said that we must safeguard national security throughout the entire process of the implementation of the "one country, two systems" principle. As the head of the HKSAR and taking a leading role in the HKSAR's governance, he will lead and co-ordinate the executive authorities, the legislature and the judiciary of the HKSAR in actively preventing, suppressing and imposing punishment for all acts and activities endangering national security. In safeguarding national security, the mechanism whereby the Central Authorities take a guiding role and the HKSAR assumes the principal responsibility is consistent with the principle of "one country, two systems", and constitutes a vivid manifestation of the unity between upholding the overall jurisdiction of the Central Authorities and ensuring a high degree of autonomy in Hong Kong.

ii. Keeping the power of governing the HKSAR firmly in the hands of patriots. Mr Lee said we must fully implement the principle of "patriots administering Hong Kong", uphold and improve the executive-led system, promote positive interactions between the executive authorities and the legislature, and continuously improve the governance efficiency of the HKSAR.

iii. Respecting and ensuring human rights. The Hong Kong National Security Law (HKNSL) and the Safeguarding National Security Ordinance (SNSO) protect human rights and freedoms enjoyed by Hong Kong residents in accordance with the Basic Law and the relevant provisions of the international covenants applicable to Hong Kong. They protect law-abiding members of the public and ensure the steadfast and successful implementation of the "one country, two systems" principle.

iv. Safeguarding security under the rule of law. Mr Lee said we must maintain Hong Kong's common law system and improve the HKSAR's legal system and enforcement mechanisms for safeguarding national security. The law enforcement agencies exercise their powers in strict accordance with legal provisions; the Department of Justice controls criminal prosecutions, free from any interference; and the Judiciary exercises its judicial power independently.

v. Following a holistic approach to development and security. Mr Lee highlighted the importance of advancing high-quality development under the auspices of high-standard security, and of achieving high-standard security through high-quality development. He said that greater attention should be given to security in unconventional areas such as finance, shipping, trade, and the protection of overseas interests.

vi. Safeguarding security with greater openness. Mr Lee said that it is important to advance high-level opening up under the protection of high-standard security. Mr Lee expressed his heartfelt gratitude to the Central Authorities for the steadfast support to Hong Kong in establishing Hong Kong's high-standard security, preventing and defusing major risks and hidden challenges, extensively expanding the city's international connections, and maintaining its long-term prosperity and stability.

     "National security is of utmost importance to every country. The stability and prosperity we enjoy today did not come easily, so we must treasure it all the more. I will continue to lead the Hong Kong Special Administrative Region in safeguarding national security and promoting economic development under the guidance of the holistic approach to national security. We will uphold the six principles stipulated in the white paper in safeguarding national security under 'one country, two systems'. We will do our utmost to safeguard the country's sovereignty, security and development interests, and create high-standard security for the high-quality development of the 'one country, two systems' policy," Mr Lee said.

     Mr Zhou said that the white paper is of great and profound significance in clearing up confusion and misunderstandings for building consensus, and consolidating Hong Kong's sound transition from disorder to stability and prosperity. He shared his insights in three areas: First, have a profound grasp of the historical logic behind Hong Kong's safeguarding of national security, and always adhere to the highest principle of "one country, two systems". He firmly believes that the HKSAR will adhere to the holistic approach to national security as its guiding principle, fully implement the principle of "patriots administering Hong Kong", and unswervingly build a high level of security so as to ensure the steady and sustained implementation of the "one country, two systems" policy. Second, have a profound grasp of the institutional logic behind Hong Kong's safeguarding of national security, and always effectively safeguard national security under the rule of law. He believes that the HKSAR will uphold and strengthen the executive-led system, continuously enhance the efficiency of ruling by law as well as the capability and standard in safeguarding national security. Third, have a profound grasp of the practical logic behind Hong Kong's safeguarding of national security, and continuously implement the high-standard security for the high-quality development of "one country, two systems". He strongly believes that the HKSAR will better co-ordinate development and security, openness and security, as well as traditional and non-traditional security. The HKSAR will proactively align with the 15th Five-Year Plan with a view to continuously cultivating new drivers and advantages for Hong Kong's development, and thereby safeguarding the new development pattern with a new security framework.

     Mr Dong said it is of great significance that the CPG issued the white paper at the critical juncture of the inaugural year of the 15th Five-Year Plan, a pivotal year for Hong Kong to take new strides in its transition from stability to prosperity. It also coincides with a pivotal moment in history when the landmark national security case in Hong Kong - the conviction and sentencing of Lai Chee-ying - was concluded according to law. It shows the great achievement where the Central Committee of the Communist Party of China with President Xi Jinping at its core has fully, faithfully, and resolutely upheld the policy of "one country, two systems", showcasing the new bright future of the city entering a new stage of progressing from disorder to stability and prosperity. With an unrelenting fight for safeguarding national security in Hong Kong, the CPG has always prioritised the safeguarding of national security in matters pertaining to Hong Kong. With security as its safeguard, the "one country, two systems" principle is being upheld and improved for its steady and sustained implementation. The Office for Safeguarding National Security of the Central People's Government in HKSAR will, as always, steadfastly perform its duties according to law, practise the rule of law for national security, earnestly fulfil its functional role, and fully support the HKSAR in comprehensively and accurately implementing Hong Kong's national security laws. It will resolutely prevent and combat interference and sabotage by external forces, and work hand in hand with all sectors of Hong Kong, moving forward together to jointly safeguard national security, protect Hong Kong's stability, protect the well-being of its citizens, and strive to write a new chapter in the successful implementation of "one country, two systems".

     In his keynote speech, Professor Wang explained why the CPG issued the white paper, its main content and underlying principles, and how to effectively utilise the white paper to safeguard the high-quality development of the "one country, two systems" policy under high standard of security. He emphasised that the purpose of issuing the white paper is to review Hong Kong's endeavours in safeguarding national security as well as the experience and insights gained in the process, and also to clear up confusion and misunderstandings surrounding the issue to build consensus, and to ensure the high-quality development of the principle of "one country, two systems" with high-standard security. The white paper is, in essence, a comprehensive summary and systematic review of the history of the country's efforts to safeguard national security in Hong Kong, focusing on a phased summary of major events, significant actions, and key achievements in safeguarding national security in Hong Kong since 2020, and declaring the CPG's principled stance on this critical issue.

     Citing the white paper, Professor Wang said national security is often taken for granted like air and sunshine, yet cannot be lived without. Safeguarding national security is a responsibility shared by all members of society; everyone is a stakeholder and beneficiary, and no one can be a mere spectator. He explained in depth the fifth part of the white paper: "Creating High-Standard Security for High-Quality Development of the One Country, Two Systems Policy" and the practical rules and specific requirements for maintaining national security in six aspects, namely the six "principles of persistence". He particularly highlighted that Hong Kong should maintain security while remaining open. He stated that as a key hub connecting the world's second-largest economy with the global economic system, safeguarding national security in Hong Kong means protecting the security of global industrial, supply, and capital chains, safeguarding international economic and financial security, and upholding the basic order of economic globalisation. In a highly internationalised environment, Hong Kong must unwaveringly safeguard national security while steadfastly remaining open, ensuring security through openness and promoting openness with security. He believes that the white paper conveys many important messages, including that "investors can rest assured that Hong Kong will not descend into chaos again. It ensures both security and development, maintains vitality and freedom, preserves its capitalist system and way of life unchanged over the long term, strictly protects private property, and continues to possess the world's fairest, most open, and most vibrant business environment."

     He suggested combining the study of the white paper with the study of the Constitution, the Basic Law, and the national security law, to deeply grasp the essence and principles of the white paper. He stressed the importance of persisting in safeguarding national security according to the law to ensure the steady and sustained implementation of the "one country, two systems" policy, thereby contributing to and enhancing the great rejuvenation of the Chinese nation.

     In her keynote address, Dr Tam said that the white paper is rich in content and packed with information. She offered her interpretation of four areas that particularly resonated with her: (1) Hong Kong's responsibility to safeguard national security under the constitutional framework; (2) the necessity of the HKNSL and the SNSO, as well as their innovative compatibility with the "one country, two systems" policy; (3) the legalisation and institutionalisation of the principle of "patriots administering Hong Kong"; and (4) providing high-standard national security safeguards for high-quality productive forces. She pointed out that the Central Authorities and the HKSAR worked together to quell the turmoil of the black-clad violence in 2019, the Hong Kong version of a "colour revolution". The enactment of the HKNSL and the SNSO, she said, marked a historic milestone in building a robust legal bulwark for safeguarding national security in Hong Kong and in establishing a national security framework under the "one country, two systems" principle. She also highlighted the achievements of enshrining the principle of "patriots administering Hong Kong" into law and improving the city's electoral system. She agreed to the white paper that the HKNSL established for the first time the national security mechanism at both the central and HKSAR levels, clearly defining the authority and decision-making powers of the Committee for Safeguarding National Security of the HKSAR. She stressed that Hong Kong is an inseparable part of China and shares a common destiny with the Mainland. The HKSAR, she emphasised, must be guided by a holistic approach to national security to ensure that Hong Kong does not become a city that endangers national security.

     The HKSAR Government will continue, through various channels, to encourage all sectors of society - including political parties, associations, and organisations - to organise study and exchange activities to conscientiously learn and grasp the core principles and directives of the white paper, deepen public awareness and the correct understanding of safeguarding national security in Hong Kong, consciously uphold national security, and make greater contributions to building China into a strong modern country and advancing the great cause of national rejuvenation.

CCIDA and Hong Kong Film Development Council lead industry delegation to participate in 76th Berlin International Film Festival in Germany (with photos)

     The Cultural and Creative Industries Development Agency (CCIDA) under the Culture, Sports and Tourism Bureau (CSTB) and the Hong Kong Film Development Council (FDC) led an industry delegation to participate in the 76th Berlin International Film Festival (Berlinale) in Germany. CCIDA and the FDC organised a Hong Kong Night networking reception on February 13 (Berlin time) as a key event during the festival, which attracted over 200 filmmakers and industry professionals from around the world. The event aimed at helping Hong Kong filmmakers to expand their international network. Speaking at the event, Mr Mak remarked that the Hong Kong Special Administrative Region Government and the FDC have actively supported the development of the Hong Kong film industry. By participating in international film festivals, Hong Kong filmmakers with promising potential are provided with opportunities to showcase their work and exchange ideas with global filmmakers.

     To nurture new film talent, four emerging Hong Kong filmmakers were included in the delegation, including producer of "The Trough" Lorraine Ho; co‑producer of "Shambhala", which was selected for the main competition of the 74th Berlinale, Fanny Chong; director and scriptwriter of "Smashing Frank" Trevor Choi; and Nicole Chu, who was selected for the 2026 Berlinale Talents from more than 3 000 applicants worldwide. CCIDA sponsored Ho, Chong and Choi to participate in the Berlinale Co-Production Market, and also invited FDC member Mr Frederick Tsui as a delegate to facilitate more collaborations and exchanges between the emerging filmmakers and international counterparts. CCIDA aims to make good use of this international platform at Berlinale and assist Hong Kong filmmakers in promoting new cross-regional projects.

     During the festival, CCIDA members also met with representatives from various international film institutions and festivals, including the French National Centre of Cinema, the Toronto International Film Festival, the Udine Far East Film Festival and Bridging Visions, to continue expanding global opportunities for the Hong Kong film industry.

Principal Officials of HKSAR Government continue year-end household visits across 18 districts (with photos/video)

     Principal Officials (POs) of the Hong Kong Special Administrative Region (HKSAR) Government continued to participate in the year-end household visits across 18 districts co-ordinated by the Home Affairs Department today (February 14), touring various districts including Central and Western, Sha Tin, Eastern, Kowloon City and Sham Shui Po Districts to visit different families, learn about their living conditions, distribute blessing bags in celebration of the Chinese New Year, share the festive joy and celebrate the Chinese New Year together.

     The case involved a 27-year-old male passenger arriving in Hong Kong from Los Angeles, United States, today. During customs clearance, Customs officers found the batch of suspected cocaine from his check-in suitcase. The man was subsequently arrested.

     After an investigation, the arrested man has been charged with one count of trafficking in a dangerous drug and the case will be brought up at the West Kowloon Magistrates' Courts on Monday (February 16).

     Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return.

In light of the local cases, the FEHD has immediately conducted follow-up actions, including:

carrying out intensive fogging in scrubby areas within a 250-metre radius of the relevant locations to kill adult mosquitoes;

carrying out inspections of the locations, removing stagnant water, applying insecticides and disposing of abandoned water containers every week with a view to preventing mosquito breeding; and

enhancing public education efforts through organising health talks, setting up mobile education stations, and distributing publicity leaflets.

     The abovementioned measures will be continued. Furthermore, the Government will further enhance the mosquito control efforts in addition to the existing measures.

Preventive measures to be taken by the public
----------------------------------------------------

     Members of the public should use DEET-containing insect repellents or other effective active ingredients properly to prevent mosquito bites, but the following precautions should be taken when using them:

read the label instructions carefully first;

apply right before entering an area with a risk of mosquito bites;

apply on exposed skin and clothing;

use DEET of up to 30 per cent for pregnant women and up to 10 per cent for children (for children who travel to countries or areas where mosquito-borne diseases are endemic or epidemic and where exposure is likely, those aged 2 months or above can use DEET-containing insect repellents with a DEET concentration of up to 30 per cent);

apply sunscreen first, then insect repellent;

reapply only when needed and follow the instructions; and

in addition to DEET, there are other insect repellents available on the market containing different active ingredients, such as IR3535 and picaridin.

The joint volunteer teams will carry out a series of clean-up and public education activities along the MacLehose Trail in the coming few months to further promote the environmental ethos of taking away one's own litter.

     An AFCD spokesperson said, "Since 2015, the Department has been promoting the concept of 'Take Your Litter Home'. Over the past decade, we are pleased to observe a gradual improvement in hikers' litter-disposal habits. However, in the face of increasing numbers of visitors and practical difficulties in waste collection at remote locations, we will continue to strengthen public education. According to our statistics, the amount of litter disposal in country parks has decreased by over 40 per cent in 2025 compared to 2015."

     This event, organised by the AFCD Volunteer Team together with Uni-China Group's volunteer team, involving a total of about 30 participants, carried out litter clean-up and public education work in the vicinity of Sai Wan Shan in Sai Kung. The collaboration fully demonstrates the joint efforts of the community and the Government in supporting the transformation of good practices into a social culture through concrete actions and jointly safeguarding Hong Kong's precious natural environment.

     Through friendly exchanges and interactions, participating volunteers will explain to hikers how taking away their litter from remote trail sections can directly improve environmental hygiene. They will encourage the public to persistently practise waste reduction at source in all countryside areas, particularly in locations with limited waste collection services, thereby contributing to the protection and cleanliness of Hong Kong's country parks.

CFS inspects fast food stalls at Lunar New Year fairs (with photos)

     The 2026 Lunar New Year (LNY) fairs are being held at 14 locations across the territory. The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department has arranged for staff to inspect the fast food stalls at LNY fairs and distribute booklets to remind stall operators of food safety.

     A spokesman for the CFS said today (February 14) that, to safeguard food safety and public health, CFS officers have provided health education on food safety and hygiene and distributed booklets to person-in-charge of fast food stalls at various LNY fairs, reminding them to pay more attention to food safety and environmental hygiene and take food safety measures in their operations for producing and supplying wholesome and safe food.

     Moreover, the CFS has collected food samples, including mock sharks-fin soup, stinky tofu, curry fish ball and Shanghai style steamed pork dumpling, from the fast food stalls at LNY fairs for microbiological tests.

     The CFS urges food business operators and food handlers to adopt the following measures to ensure food safety:

order food ingredients from reliable suppliers;

keep hands and utensils clean, and food handlers should wash or sanitise their hands thoroughly before preparing food;

separate raw and cooked food, such as using separate knives and chopping boards to handle raw and cooked food;

cook food thoroughly with the core temperature of all ingredients reaching 75 degrees Celsius or above for at least 30 seconds;

keep food at safe temperatures that hot food should be kept at above 60 degrees C while cold food should be properly covered and neatly stored at 4 degrees C or below in the refrigerator; and

avoid keeping food under room temperature for prolonged period, and follow the "two-hour/four-hour rule" in cases without temperature control, i.e. if cooked food is kept at room temperature for less than two hours, it can be refrigerated for later use or consumed within four-hour time limit; if cooked food has been kept at room temperature for more than two hours and less than four hours, it should be consumed within the four-hour time limit but cannot be refrigerated again. Cooked food that has been held at room temperature for more than four hours should be discarded.

The FEHD will take stringent follow-up actions against any violation identified."
The spokesman said the focuses of the inspections include checking the temperature control of poon choi production and storage to ensure that hot food is kept at or above 60 degrees Celsius while cold food is kept at or below 4 degrees C, and to avoid prolonged storage of food in the danger zone of temperature between 4 degrees C and 60 degrees C. In addition, the inspections also aim to check if raw and cooked foods are separately handled and stored to prevent cross-contamination, the personal hygiene of food handlers and the availability of adequate facilities and cleansing consumables for handwashing at the premises.

Moreover, the Centre for Food Safety (CFS) of the FEHD has earlier completed a seasonal food surveillance project on the microbiological quality of poon choi. Poon choi samples were collected from different retailers (including online retailers) to test for food poisoning organisms including Bacillus cereus, Clostridium perfringens, Salmonella, coagulase-positive staphylococci organisms and Vibrio parahaemolyticus, and all samples passed the tests.

To enhance the trade's awareness of food safety of poon choi, the FEHD officers will distribute leaflets on food safety to operators of relevant premises during inspections, reminding them to adhere to Good Hygiene Practices. It includes proper control of reheating time and temperature, shortening of time for storing food at room temperature and maintenance of appropriate temperatures during transportation. The operators are also urged to clearly notify the customers of the optimal time for collection and reheating methods before consumption of poon choi to reduce the risk of food poisoning.

The FEHD appeals to food businesses to follow the food safety advice below when producing and supplying poon choi:

- ensure that adequate manpower, space, ingredients and facilities such as stoves, refrigerators and hot-holding equipment are available before making poon choi;
- do not entertain orders beyond handling capacity;
- purchase food ingredients from reliable suppliers;
- plan the preparation schedule carefully so that foods that are perishable or easily contaminated are not cooked too far in advance;
- train temporary food handlers before preparation of poon choi to make sure that they are familiar with the working environment and adhere to safe food preparation practices;
- maintain good personal hygiene, and wash hands with liquid soap for at least 20 seconds before handling food to reduce the risk of food contamination;
- cook all ingredients thoroughly with the core temperature reaching 75 degrees C or above for at least 30 seconds;
- keep hot poon choi above 60 degrees C and chilled poon choi at 4 degrees C or below in the refrigerator till it reaches the customers;
- provide written consumption instructions to remind customers of the proper method of storing poon choi that if not for immediate consumption, hot poon choi should be kept at above 60 degrees C while chilled poon choi should be kept in the refrigerator at 4 degrees C or below and be thoroughly reheated before consumption; and
- deliver poon choi to the destination as soon as possible and avoid keeping it under room temperature for prolonged period.

Members of the public should pay attention to the followings when purchasing poon choi:

- order poon choi from reputable licensed shops;
- consume the poon choi as soon as possible after it is collected or cooked, and not to keep it under room temperature for more than two hours;
- keep chilled poon choi at 4 degrees C or below to minimise its exposure to the danger zone of temperature between 4 degrees C and 60 degrees C, thereby reducing the risk of bacterial growth;
- the poon choi should be thoroughly reheated before consumption and consumed as soon as possible, or kept at temperatures above 60 degrees C;
- as poon choi is generally served in a large pot, a longer period of time is required to reheat it thoroughly with the core temperature reaching 75 degrees C or above for at least 30 seconds; and
- maintain a balanced diet and avoid eating too much food with high levels of energy, sugar, salt or fat.
In January, three technology-focused business and investment seminars were organised, attracting more than 260 business owners, senior executives and industry practitioners interested in exploring opportunities in Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Two of the seminars were co-organised with Invest Hong Kong (InvestHK) and the Hong Kong Trade Development Council (HKTDC) under the Economic and Trade Express (ETE) to promote the platform's services.

     On January 28, the Singapore ETO and the GBA Entrepreneurs Alliance co-organised the Vietnam - China Cooperation Forum on Artificial Intelligence and Green Technology 2026 in Ho Chi Minh City (HCMC), Vietnam. The forum attracted over 120 participants from government agencies, business chambers, technology enterprises and professional sectors, including the Consul-General of the People's Republic of China in HCMC, Mr Tang Li as well as ,the Chairman of the GBA Entrepreneurs Alliance, Dr Jonathan Choi.

     In her opening remarks, the Director of the Singapore ETO (designate), Ms Elsa Hung, highlighted Hong Kong's close and growing ties with Vietnam. She emphasised Hong Kong's unique advantages under the "one country, two systems" principle in connecting the Chinese Mainland with the rest of the world, as well as its role as an international financial centre, international trade centre and international innovation and technology hub.

     Ms Hung introduced the Hong Kong Special Administrative Region (HKSAR) Government's initiatives to promote the development and adoption of AI and to advance green technology, including funding earmarked for the establishment of the Hong Kong AI Research and Development Institute.

     She also underscored Hong Kong's internationalised business environment, world-class professional services, common law system that is internationally compatible, simple and low-tax regime, and extensive logistics network. These strengths position Hong Kong as an ideal platform for Mainland enterprises seeking to expand globally, while attracting international capital and talent to seize opportunities in the GBA and beyond.

     The forum featured thematic sessions on digital transformation, AI-driven smart manufacturing, green transition, carbon reduction, cross-border e-commerce ecosystems and green finance, and more. Participants exchanged practical insights and explored collaboration opportunities during the networking session.

     An opening ceremony was also held for the Sunwah ⸱ China Enterprise Overseas Cooperation Center (Vietnam), which seeks to serve as a comprehensive platform to facilitate investment, trade, innovation and industrial co-operation among Vietnam, the Chinese Mainland and Hong Kong. Ms Hung witnessed the exchange of 15 Memoranda of Understanding and co-operation agreements signed between the Centre and partner enterprises from the three places.

     The Singapore ETO is also committed to supporting and promoting ETE, a functional platform established through the joint efforts of the economic and trade offices, InvestHK and the HKTDC to assist Hong Kong small and medium-sized enterprises and start-ups in exploring overseas markets through business missions and one-stop support services, while attracting more enterprises to invest and establish operations in Hong Kong.

     On January 15, a seminar and networking event titled "From Hong Kong to the World for Tech Enterprises: Leveraging Hong Kong's Tech Strengths to Go Global" was held in HCMC, bringing together 80 senior technology and business leaders from Vietnamese enterprises. The event provided practical insights into Hong Kong's innovation and technology ecosystem and how Hong Kong and the GBA can serve as a strategic platform for global expansion.

     On January 29, a seminar themed "From Hong Kong to the World: Empowering Growth for Tech Enterprises in Hong Kong and the Greater Bay Area" was co-organised by the Singapore ETO and SGTech in Singapore, attracting around 60 industry practitioners. The session explored Hong Kong's role as a gateway to the Chinese Mainland, opportunities arising from innovation-driven growth in the Northern Metropolis, and the city's advantages in taxation and legal systems.

Representatives from InvestHK and the HKTDC also shared their perspectives.

     The Singapore ETO will continue to promote Hong Kong's strengths as a "super connector" and "super value-adder", deepen economic and innovation collaboration with Association of Southeast Asian Nations partners, support Hong Kong and Chinese Mainland enterprises in going global, and attract more foreign enterprises to invest and operate in Hong Kong as well as the GBA.

Public urged to observe road safety during Chinese New Year holidays

     The Transport Department (TD) today (February 14) reminded all road users, including drivers, cyclists and pedestrians, to observe road safety during the Chinese New Year holidays.

     "Motorists must not drive after drinking alcohol or taking drugs as this will contravene the law. Drink driving and drug driving will not only endanger motorists themselves, but also other road users. Even a small amount of alcohol or drugs will significantly impair one's driving ability. After drinking alcohol or taking drugs, one should use public transport services or arrange someone else to drive," a spokesman for the TD said.

     "Motorists must not participate in illegal road racing and speeding. They should always maintain a steady and suitable speed, drive attentively at all times, observe road conditions and keep sufficient distance with the vehicle in front."

     The TD reminded motorists to comply with the new road safety requirements implemented recently. They must not place more than two mobile telecommunications devices (i.e. mobile telephones, tablet computers or laptop computers) in front of them while driving. The diagonal length of each device's screen must not exceed 19 centimetres. Further, child passengers aged below 8 must use a Child Restraining Device in private cars, unless they reach a body height of 1.35 metres.

     The spokesman also appealed to motorists not to park their vehicles illegally. They should park in a parking place or a car park to maintain smooth road traffic. This can avoid causing traffic jams, affecting public transport operations, blocking the passage of emergency vehicles, and obstructing the sight lines of pedestrians and other road users, which may otherwise cause traffic accidents. For motorists who commit traffic offences and cause traffic obstructions, the Police will issue warnings or summonses, or even tow away the vehicles concerned.

     In addition, when cycling, members of the public are advised to cycle within their abilities and observe road safety, wear suitable helmets and personal protective equipment, and properly check their bicycles. They should not cycle on pavement.

     Pedestrians must follow traffic rules when crossing the road and properly use crossing facilities. Before crossing the road, they must wait until the steady "green man" light signal shows and all traffic has stopped. When the "green man" light is flashing, they must not start to cross if they are still on the pavement. Do not watch or use mobile phones while crossing.

     The TD stressed that road safety hinges on the co-operation of every road user, and appealed to the public to exercise self-discipline and comply with traffic rules.

Tai chi aids control tactics

     The Hong Kong International Correctional Services Response Tactics Training Academy recently launched its Certificate in Safe and Effective Control Tactics course, introducing a range of defensive techniques - including elements derived from tai chi - for its first cohort of law enforcement officers from jurisdictions such as the Mainland, the Philippines and the Republic of Korea.
