In the morning, Mr Chan visited biopharmaceutical company AstraZeneca. He met with the company's senior management and learned about the company's drug research and development as well as its latest expansion plans. During the meeting, Mr Chan pointed out that the current-term Government has established the Office for Attracting Strategic Enterprises (OASES), and actively seeks to attract cutting-edge enterprises in the areas of life and health, artificial intelligence, big data, etc. to set up or expand their business in Hong Kong. The Government is happy to provide policy facilitation or even make co-investments to these enterprises. At the same time, the Government has rolled out various talent attraction schemes, and enterprises are welcome to bring their outstanding research professionals to Hong Kong. Moreover, Hong Kong has a vibrant ecosystem of private equity and venture capital funds. Coupled with Hong Kong's stock market being the world's second-largest biotech fundraising centre, it would help life and health technology companies at different stages of development to raise funds and expand. The Northern Metropolis will serve as an important innovation and technology base in Hong Kong, with geographical and policy advantages, welcoming international research institutions to establish their presence here.

     AstraZeneca indicated that after detailed discussion with OASES, it plans to develop a research and development centre in Hong Kong, and will engage in further discussion with relevant departments.

     Then, Mr Chan attended a roundtable luncheon held by the China-Britain Business Council, and met with representatives of British enterprises that have business or plan to set up business in the Mainland and Hong Kong. They discussed the latest business environment in Hong Kong, the economic situation as well as the development directions and opportunities, in particular in respect of finance, green transition, professional services, the creative industries; and the measures to attract strategic enterprises and talents.

     Mr Chan pointed out that under the "one country, two systems" principle, Hong Kong is familiar with the Mainland market on the one hand, and on the other hand maintains the advantages of the "two systems" including the rule of law and the common law system, etc. Hong Kong will continue to play a unique and important role in the country's economic development strategies. He welcomes British businesses to regard Hong Kong as a springboard, platform and partner to tap into the markets of the Guangdong-Hong Kong-Macao Greater Bay Area, the whole of Mainland and even the entire Asia.

     In the afternoon, Mr Chan visited the Royal College of Art (RCA). In 2021, the Hong Kong Polytechnic University and the Royal College of Art jointly established the "Laboratory for Artificial Intelligence in Design" (AiDLab), which was funded by the InnoHK Research Clusters. Mr Chan toured a number of applied research projects of AiDLab and learned about how artificial intelligence (AI) could empower fashion design, interior design, textile materials analysis and preserving traditional crafts. Mr Chan was also briefed on projects by the research team. AiDLab was exhibiting the "Fashion X AI: 2022-2023 International Salon" in London. Mr Chan expected that AiDLab would continue to organise more innovative exchange programmes in different forms, with a view to showcasing the soft power of Hong Kong in design.

     Mr Chan also met with a group of Hong Kong students in the UK under the Hong Kong Scholarship for Excellence Scheme of the Education Bureau, so as to understand their lives and studies. He wished them success in their studies, and looked forward to their return and contributions to Hong Kong's development.

     Mr Chan will continue his visit to London today (September 23, London time) and will proceed to Berlin in the afternoon to continue his visit in Europe.

CHP reminds public on precautions against heat stroke during very hot weather

     The Centre for Health Protection (CHP) of the Department of Health (DH) today (September 23) reminded members of the public, particularly those undertaking outdoor activities, to take heed of necessary measures against heat stroke and sunburn in very hot weather.

     "The public should carry and drink plenty of water to prevent dehydration while engaging in outdoor activities," a spokesman for the CHP said.

     "Those engaged in strenuous outdoor activities should avoid beverages containing caffeine, such as coffee and tea, as well as alcohol, as they speed up water loss through the urinary system," the spokesman explained.

     "Children, the elderly, the obese and those with chronic illnesses, such as heart disease or high blood pressure, are more vulnerable to heat stroke. They should pay special attention," the spokesman added.

     The public should adopt the following precautions:

Wear loose and light-coloured clothing to reduce heat absorption and facilitate sweat evaporation and heat dissipation;

Avoid vigorous exercise and prolonged activities like hiking or trekking as heat, sweating and exhaustion can place additional demands on the physique;

Perform outdoor activities in the morning or the late afternoon;

For indoor activities, open all windows, use a fan or use air-conditioning to maintain good ventilation;

Do not stay inside a parked vehicle; and

Reschedule work to cooler times of the day. If working in a hot environment is inevitable, introduce shade in the workplace where practicable. Start work slowly and pick up the pace gradually. Move to a cool area for rest at regular intervals to allow the body to recuperate.

     The public should also note the latest and the forecast Ultraviolet (UV) Index released by the Hong Kong Observatory (HKO). When the UV Index is high (6 or above):

Minimise direct exposure of the skin and the eyes to sunlight;

Wear long-sleeved and loose-fitting clothes;

Wear a wide-brimmed hat or use an umbrella;

Seek a shaded area or put on UV-blocking sunglasses;

Apply a broad-spectrum sunscreen lotion with a sun protection factor (SPF) of 15 or above. Apply liberally and reapply after swimming, sweating or towelling off; and

While using DEET-containing insect repellents for personal protection against mosquito-borne diseases, apply sunscreen first, then insect repellent.

    If symptoms develop, such as dizziness, headache, nausea, shortness of breath or confusion, rest and seek help immediately, and seek medical advice as soon as possible.
The event this year successfully concluded on September 17 (Los Angeles time) at the Directors Guild of America Theater in Los Angeles.

     Curated by the Los Angeles Asian Pacific Film Festival (LAAPFF), Hong Kong Generations of Cinema celebrated Hong Kong's diverse storytelling talent that has captivated audience all over the globe. The lineup featured filmmaking from different decades, including "Come Drink with Me", the timeless 1966 masterpiece by King Hu starring action heroes Cheng Pei-pei and Elliot Ngok. Also shown was "Executioners" by Johnnie To, the 1993 follow-up film to "Heroic Trio" screened last year starring Hong Kong cinema icons Maggie Cheung, Michelle Yeoh, and Anita Mui; and "An Autumn's Tale", a 1987 romantic drama by Mabel Cheung featuring the talented Chow Yun-fat and Cherie Chung.

     Delivering her remarks after a special reception, the Director of HKETO San Francisco, Ms Jacko Tsang, said that the office was honored to work with Visual Communications, the organisation behind the LAAPFF, to bring the showcase to Los Angeles again. She added that the event was made possible by the support of the Film Development Fund and Create Hong Kong, a dedicated office spearheading the Government's support for the development of the creative industries in Hong Kong.

      "While the showcase focuses on classic Hong Kong films, the Hong Kong film industry is experiencing a remarkable revival. Local productions have achieved record-breaking box office success in the past two years. The Hong Kong Government is determined to inject new impetus into Hong Kong cinema by implementing different measures under the Film Development Fund," Ms Tsang said.

Consul General, distinguished guests, ladies and gentlemen,

     Good evening. It is my great pleasure to join you to celebrate the 93rd National Day of the Kingdom of Saudi Arabia.

     On behalf of the Government of the Hong Kong Special Administrative Region, I extend to you, Consul General, and the people of Saudi Arabia, our warmest congratulations.

     I had the great pleasure of visiting Saudi Arabia earlier this year and enjoying the wonderful Saudi hospitality. It was a very memorable and fruitful trip.

     Our official visit back in February was led by our Chief Executive and included a high-level business delegation. It helped set Hong Kong's relations with Saudi Arabia, and indeed the wider Middle East region, on a new and exciting growth track.

     Saudi Arabia is also an important link in the far-reaching Belt & Road Initiative. Last week, we held the 8th Belt and Road Summit, which included, for the first time, a special session on Middle East opportunities, and a speech by a distinguished speaker from Saudi Arabia. A Memorandum of Understanding was also signed to strengthen the commercial and economic ties between Hong Kong and the Middle East.

     We are also very pleased that Saudi Arabia's Future Investment Initiative Institute will host its first PRIORITY Asia Summit in our city this December. We are honoured to be the first place in Asia to host this annual flagship event for the Middle East.

     In 2022, Saudi Arabia ranked our second-largest trading partner in the Gulf Cooperation Council. On the legal front, I would also like to take this opportunity to highlight our city's advantages as an international legal and dispute resolution hub. In particular, Hong Kong's tried and tested common law system provides a solid platform for business and investment in and through Hong Kong.

     But our focus is not just on commercial relations. We also welcome more cultural collaborations with our Saudi friends.

     I am pleased to know that, with support from the Consulate-General in Hong Kong, Saudi traditions, customs and cultural artefacts will be featured in the 2023 edition of the "Asian Ethnic Cultural Performances" event to be held in November.

     And I know that sports fans are looking forward to watching some of the world's best women golfers in action when the Aramco Team Series makes its debut at the Hong Kong Golf Club next month.

     Whether through business and finance, or arts, culture and sports, we highly value people-to-people exchanges with our Saudi friends.

Among them, about 82.9 per cent, or around 5.43 million passengers, will pass through land boundary control points. The number of outbound passengers and inbound passengers using land boundary control points will be relatively higher on September 30 (Saturday) and October 2 (Monday), with around 492 000 passengers and 538 000 passengers respectively.

     The ImmD estimates that the passenger traffic at Lok Ma Chau Spur Line Control Point, Lo Wu Control Point and Shenzhen Bay Control Point will be heavy, with a daily average forecast of about 164 000, 162 000 and 103 000 passengers respectively.

      To cope with the anticipated heavy traffic during the festive period, the ImmD has minimised leave for frontline officers for flexible deployment and operation of extra clearance counters and kiosks. Additional security guards will also be deployed to provide crowd management support.

      Furthermore, the ImmD, the Police, the Customs and Excise Department and the MTR Corporation Limited will set up a joint command centre at Lo Wu Control Point to make necessary arrangements. The ImmD will also establish close communication with the Mainland frontier inspection authorities. To ensure smooth passenger traffic flow, passenger conditions will be closely monitored and appropriate traffic diversion plans will be adopted when necessary.

      To avoid congestion and a longer than usual waiting time for immigration clearance, the ImmD advises all land boundary passengers to plan in advance, avoid making their journeys during busy periods and keep track of radio and TV broadcasts on traffic conditions at various control points. The expected busy times at boundary control points are available on the website of the ImmD at www.immd.gov.hk. Furthermore, passengers may also check the estimated waiting times at all land boundary control points at any time or place via the Immigration Mobile Application (ImmD mobile app). They can then plan their trips effectively and save time queuing at control points. The ImmD mobile app can be downloaded free of charge from the Apple App Store (supports iOS version 11.0 or above), Google Play (supports Android version 8.0 or above), Huawei AppGallery (supports Android version 8.0 or above) and the APK file available on the ImmD website. The links for downloading can also be found on the ImmD website, www.immd.gov.hk. In addition, information on public transport services to and from various control points is available on the Transport Department website at www.td.gov.hk.

       For travellers making journeys to the Mainland, the ImmD reminds them to carry their proof of identity and valid travel documents for crossing the boundary. Hong Kong residents should also check the validity of their Home Visit Permits. Non-permanent residents must carry their valid smart identity card as well as their Document of Identity for Visa Purposes or valid travel document.

      Holders of the acknowledgement receipt issued due to reported loss or replacement of their Hong Kong identity cards, or children under 11 years old who hold Hong Kong identity cards, should carry a valid travel document or Re-entry Permit.

      About 700 e-Channels have been installed at various control points. Hong Kong residents enrolled for the Express e-Channel should re-enrol if they have been issued with a new identity card. Furthermore, the Contactless e-Channel service is available at all control points now. All eligible Hong Kong residents, after enrolment, can generate an encrypted QR code through the Contactless e-Channel mobile application to enter the e-Channel, and then verify their identity with the facial verification technology for automated immigration clearance.

      In addition, all control points have introduced self-service departures for visitors to Hong Kong (Smart Departure) which provides greater travel convenience for visitors. The service employs facial recognition technology for identity verification, which allows eligible visitors holding electronic travel documents to perform self-service departure clearance through Smart Departure e-Channels without prior enrolment.

     Hong Kong residents who require assistance while travelling outside Hong Kong may call the 24-hour hotline of the Assistance to Hong Kong Residents Unit of the ImmD at (852) 1868.

Prepackaged date sample detected with sulphur dioxide exceeding legal limit and in breach of food labelling regulation

     The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (September 22) announced that a sample of prepackaged dates was detected with sulphur dioxide, a preservative, at a level exceeding the legal limit, and the name of the additive was also not declared on the food label. Members of the public should not consume the affected batch of the product. The trade should also stop using or selling the affected batch of the product immediately if they possess it.

     Product details are as follows:

Product name: (Not available in English)
Brand: (Not available in English)
Net weight: 16 taels
Best-before date: October 20, 2024
Distributor: (Not available in English)

     "The CFS collected the above-mentioned sample from a retail outlet in Tsim Sha Tsui for testing when following up on a related incident. The test result showed that the sample contained sulphur dioxide at a level of 230 parts per million (ppm), exceeding the legal limit of 100 ppm. The name of the additive was also not declared on the food label," a spokesman for the CFS said.

     "The CFS has informed the vendor concerned of the irregularities and instructed them to stop sale and remove from shelves the affected batch of the product. The distributor concerned has initiated a recall according to the CFS's instructions. Members of the public may call its hotline at 2742 9811 during office hours for enquiries about the recall," the spokesman added.

     Sulphur dioxide is a preservative which can be used in a variety of foods including dried vegetables, dried fruits, pickled vegetables and salted fish products. Sulphur dioxide is water soluble, and most of it can be removed through washing and cooking. However, susceptible individuals who are allergic to this preservative may experience breathing difficulties, headaches and nausea after consumption.

     The spokesman reminded the food trade that the use of preservatives in food must comply with the Preservatives in Food Regulation (Cap. 132BD). Furthermore, the Food and Drugs (Composition and Labelling) Regulations (Cap. 132W) require that for all prepackaged food for sale in Hong Kong containing sulphite in a concentration of 10 parts per million or more, the functional class of the sulphite and its name shall be specified in the list of ingredients. Offenders are liable to a maximum fine of $50,000 and six months' imprisonment upon conviction.

     The CFS will alert the trade, continue to follow up on the incident and take appropriate action. An investigation is ongoing.

Man arrested for suspected illegal sale and possession of slimming product with undeclared controlled drug ingredients including banned drug ingredient (with photo)

     The Department of Health (DH) today (September 22) conducted an operation against the sale of a slimming product, namely VSlimming Herbal, which was found to contain undeclared controlled drug ingredients, including a banned drug ingredient. During the operation, a 36-year-old man was arrested by the Police for suspected illegal sale and possession of Part 1 poisons and an unregistered pharmaceutical product.

     Acting upon intelligence, a sample of the above suspected unregistered pharmaceutical product was purchased from a retail store in Sham Shui Po for analysis. Test results from the Government Laboratory revealed that the oral capsules included in the sample contained sibutramine, N-desmethylsibutramine and spironolactone, all of which are Part 1 poisons under the Pharmacy and Poisons Ordinance (Cap. 138) (the Ordinance). The DH's investigation is continuing.

     Sibutramine was once used as an appetite suppressant. Since November 2010, pharmaceutical products containing sibutramine have been banned in Hong Kong because of an increased cardiovascular risk. N-desmethylsibutramine is a substance structurally similar to sibutramine. Spironolactone is a prescription drug used in the management of heart failure and should only be used under supervision of a doctor. Side effects include headaches, gastrointestinal disturbance, hyponatraemia (abnormally low blood sodium level) and hyperkalaemia (elevated blood potassium level).

     According to the Ordinance, all pharmaceutical products must be registered with the Pharmacy and Poisons Board of Hong Kong before they can be legally sold in the market. Illegal sale or possession of unregistered pharmaceutical products or Part 1 poisons are criminal offences. The maximum penalty for each offence is a fine of $100,000 and two years' imprisonment.

     The DH spokesman strongly urged members of the public not to buy products of unknown or doubtful composition, or to consume products from unknown sources. Members of the public who have purchased the above product should stop consuming it immediately. They should consult healthcare professionals for advice if feeling unwell after consumption.

     The spokesman added that weight control should be achieved through a balanced diet and appropriate exercise. The public should consult healthcare professionals before using any medication for weight control. They may visit the website of the Drug Office of the DH for "Health messages on overweight problem and slimming products" and "Slimming products with undeclared Western drug ingredients" for information.

     The public may submit the product to the Drug Office of the DH at Room 1801, Wu Chung House, 213 Queen's Road East, Wan Chai, during office hours for disposal.

Building a bridge between Hong Kong and German healthcare sectors (with photo)

     The Hong Kong Economic and Trade Office in Berlin (HKETO Berlin) supported a networking lunch organised by the Hong Kong Trade Development Council (HKTDC) on September 21 (Berlin time) together with Invest Hong Kong (InvestHK), Germany Trade and Invest and Berlin Partner.

     The event brought together health professionals, entrepreneurs, and investors from Germany and Hong Kong. It was dedicated to fostering innovation, collaboration, and investment between Germany and Hong Kong, with a special focus on start-ups and healthcare.

      Acting Director of HKETO Berlin, Miss Bonnie Ka, outlined Hong Kong's unique role as a gateway for German companies to enter the Chinese market. "As an international financial centre, Hong Kong is now Asia's largest and the world's second-largest fundraising hub for biotech companies, with 57 pre-revenue or pre-profit biotech and healthcare companies listed in Hong Kong since 2018, raising over EUR13 billion," she explained.

     Same as Germany and many other advanced economies, Hong Kong is facing an ageing population and a shortage of healthcare manpower. To tackle these challenges, the Hong Kong Special Administrative Region Government published the Primary Healthcare Blueprint last December, which outlines a structural reform to shift its healthcare focus from treatment-oriented to prevention-focused, and from hospital-based to community-based.

     "We are working on promoting the use of telehealth services, introducing a new medication delivery system, enhancing services by developing 'smart hospitals' and improving our hospital infrastructure. As well, eHealth and healthcare innovation are top priorities for us," Miss Ka continued.

     Head, Business and Talent Attraction/Investment Promotion of InvestHK in Berlin, Dr Chung Wing-hin, added that, "Hong Kong with its world-class healthcare system and large capital market makes it the ideal location for healthcare and biotechnology companies from all over the world to set up their Asian headquarters."

     These latest developments have opened up different business opportunities for German companies in the healthcare sector.
During the visit, they will attend the opening ceremony of the 19th Asian Games Hangzhou (Asian Games) and other activities.

     Upon arrival in Hangzhou this morning, Mr Lee and the delegation met and exchanged views with Hong Kong people and representatives of Hong Kong enterprises in Zhejiang to learn more about their work and daily life. Noting that Hong Kong and Zhejiang enjoy a close relationship in business and people-to-people cultural exchanges, Mr Lee said that Hong Kong people and enterprises in Zhejiang serve as an essential bridge between the two places. The Zhejiang Liaison Unit of the HKSAR Government will continue to actively promote exchanges and co-operation between Hong Kong and Zhejiang in various aspects and support the development of Hong Kong people and enterprises there.

     In the afternoon, Mr Lee visited the athletes' village of the Asian Games and toured the facilities. He also met with Hong Kong athletes to see how their preparations were going and cheer for them. Noting that Hong Kong has sent 680 athletes, the biggest team ever, to compete in this Asian Games, Mr Lee encouraged the athletes to give their all and win honour for Hong Kong.

     Later, Mr Lee attended the launch ceremony of an exchange programme for youth of Hangzhou and Hong Kong. A total of 20 suspected illegal workers, seven suspected employers, six overstayers and one person who breached his condition of stay in Hong Kong were arrested.

     During the anti-illegal worker operation, ImmD Task Force officers raided 60 target locations including a massage parlous, restaurants and retail shops. Three suspected illegal workers and three suspected employers were arrested. The arrested suspected illegal workers comprised a man and two women, aged 21 to 49. One man was suspected of using and being in possession of a forged Hong Kong identity card. Three women, aged 44, were suspected of employing the illegal workers and were also arrested.

     During operation "Powerplayer", enforcement officers raided 196 target locations in the Central district, Eastern district, Wan Chai district and Western district. Fifteen suspected illegal workers, four suspected employers, six overstayers and one person who breached his condition of stay in Hong Kong were arrested. The arrested suspected illegal workers comprised a man and 14 women, aged 26 to 49. Among them, five women were holders of recognisance forms, which prohibit them from taking any employment. Two women were suspected of using and being in possession of a Hong Kong identity card related to another person. Two men and two women, aged 35 to 71, were suspected of employing the illegal workers and were arrested. Two male and four female overstayers, aged 25 to 49, were arrested. Furthermore, one male Mainland fisherman deckhand, aged 29, who breached his condition of stay in Hong Kong, was also arrested. Among them, 13 suspected illegal workers, four suspected employers, five overstayers and one person who breached his condition of stay in Hong Kong were handled by the ImmD.

     In addition, during operation "Windsand", two Mainland visitors comprising two women, aged 36 and 41, were arrested for breaching their conditions of stay by being involved in suspected parallel goods trading at San Wan Road in Sheung Shui district. The goods included milk powder and healthcare products.

     An ImmD spokesman said, "Any person who contravenes a condition of stay in force in respect of him or her shall be guilty of an offence. Also, visitors are not allowed to take employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and upon conviction face a maximum fine of $50,000 and up to two years' imprisonment. Aiders and abettors are also liable to prosecution and penalties."

     The spokesman warned, "As stipulated in section 38AA of the Immigration Ordinance, an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land is prohibited from taking any employment, whether paid or unpaid, or establishing or joining in any business. Offenders are liable upon conviction to a maximum fine of $50,000 and up to three years' imprisonment. Under the prevailing laws, it is an offence to use or possess a forged Hong Kong identity card. Offenders are liable to prosecution and upon conviction face a maximum fine of $100,000 and up to 10 years' imprisonment."

     The spokesman reiterated that it is a serious offence to employ people who are not lawfully employable. Under the Immigration Ordinance, the maximum penalty for an employer employing a person who is not lawfully employable, i.e. an illegal immigrant, a person who is the subject of a removal order or a deportation order, an overstayer or a person who was refused permission to land, has been significantly increased from a fine of $350,000 and three years' imprisonment to a fine of $500,000 and 10 years' imprisonment to reflect the gravity of such offences. The director, manager, secretary, partner, etc, of the company concerned may also bear criminal liability. The High Court has laid down sentencing guidelines that the employer of an illegal worker should be given an immediate custodial sentence.

     According to the court sentencing, employers must take all practicable steps to determine whether a person is lawfully employable prior to employment. Apart from inspecting a prospective employee's identity card, the employer has the explicit duty to make enquiries regarding the person and ensure that the answers would not cast any reasonable doubt concerning the lawful employability of the person. The court will not accept failure to do so as a defence in proceedings. It is also an offence if an employer fails to inspect the job seeker's valid travel document if the job seeker does not have a Hong Kong permanent identity card. Offenders are liable upon conviction to a maximum fine of $150,000 and to imprisonment for one year. In that connection, the spokesman would like to remind all employers not to defy the law by employing illegal workers. The ImmD will continue to take resolute enforcement action to combat such offences.

     Under the existing mechanism, the ImmD will, as a standard procedure, conduct an initial screening of vulnerable persons, including illegal workers, illegal immigrants, sex workers and foreign domestic helpers, who are arrested during any operation with a view to ascertaining whether they are trafficking in persons (TIP) victims. When any TIP indicator is revealed in the initial screening, the ImmD officers will conduct a full debriefing and identification by using a standardised checklist to ascertain the presence of TIP elements, such as threats and coercion in the recruitment phase and the nature of exploitation. Identified TIP victims will be provided with various forms of support and assistance, including urgent intervention, medical services, counselling, shelter or temporary accommodation and other supporting services. The ImmD calls on TIP victims to report crimes to the relevant departments immediately.

CHP investigates outbreak of upper respiratory tract infection at secondary school

     The Centre for Health Protection (CHP) of the Department of Health is today (September 22) investigating an outbreak of upper respiratory tract infection (URTI) at a secondary school in Sheung Shui, and appeals to members of the public and staff of institutions to stay alert and maintain strict personal and environmental hygiene.

     The outbreak involves 14 male and nine female students aged 12 to 18. They developed symptoms since September 15, and seven of them sought medical attention. None of them required hospitalisation. All are in stable condition.

     The CHP has provided preventive advice against URTI to the secondary school, such as advising the school to arrange cleaning and disinfection, to open windows where appropriate for better ventilation and to separate affected students from other students, etc. The secondary school has been placed under medical surveillance.

     The public should maintain good personal and environmental hygiene against influenza and other respiratory illnesses, and note the following:

Receive seasonal influenza vaccination for personal protection;

Surgical masks can prevent transmission of respiratory viruses from ill persons. It is essential for persons who are symptomatic (even if having mild symptoms) to wear a surgical mask;

For high-risk persons (e.g. persons with underlying medical conditions or persons who are immunocompromised), wear a surgical mask when taking public transport or staying in crowded places. It is important to wear a mask properly, including performing hand hygiene before wearing and after removing a mask;

Avoid touching one's eyes, mouth and nose;

Wash hands with liquid soap and water properly whenever possibly contaminated;

When hands are not visibly soiled, clean them with 70 to 80 per cent alcohol-based handrub;

Cover the nose and mouth with tissue paper when sneezing or coughing. Dispose of soiled tissue paper properly into a lidded rubbish bin, and wash hands thoroughly afterwards;

Maintain good indoor ventilation;

When having respiratory symptoms, wear a surgical mask, refrain from work or attending classes at school, avoid going to crowded places and seek medical advice promptly; and

Maintain a balanced diet, exercise regularly, take adequate rest, do not smoke and avoid overstress.

     The case involves a 67-year-old male with underlying illnesses who lives in Sham Shui Po. He developed anorexia and vomiting since August 31. He attended the Accident and Emergency Department of Caritas Medical Centre on September 14 due to recurrent vomiting and was admitted on the same day. He is in stable condition. His blood sample was confirmed positive for Burkholderia pseudomallei upon testing.

     The CHP is investigating the infection source of the case. Epidemiological investigations are ongoing. A total of 11 melioidosis infection cases have been recorded in Hong Kong this year. In 2022, 46 melioidosis infection cases were recorded.

     A spokesman for the CHP reiterated that person-to-person transmission and animal-to-human transmission are rare, but melioidosis bacteria can survive in the local environment. Melioidosis is an endemic disease in Hong Kong and melioidosis cases have been recorded in Hong Kong each year. According to literature, infection cases are more common after typhoons or storms. The bacterium Burkholderia pseudomallei of melioidosis in soil and muddy water may become exposed to the ground after typhoons or storms, and the bacteria could spread more easily with strong winds or storms. As such, the number of melioidosis cases may increase.

     The CHP reminded members of the public to take the following preventive measures against infection:

Avoid contact with contaminated soil;

Wear appropriate protective clothing or footwear when participating in activities with possible contact with soil or water, e.g. using gloves and wearing boots. High-risk individuals may consider to wear a surgical mask in addition;

Wash or shower after exposure to contaminated water or soil;

Always clean any wounds as soon as possible and cover any cuts or grazes with waterproof dressings;

Wash hands with liquid soap and water after handling soil or gardening;

Observe food hygiene and avoid drinking raw water;

Melioidosis can be spread by contaminated soil and water during and after typhoons and storms. Where practicable, stay indoor during typhoons and storms, avoid travelling to areas with potential flooding, and do not wade or have contact with muddy water and soil. In addition, high-risk individuals should avoid paths near stormwater drains where aerosols may be generated from contaminated water. If possible exposure is inevitable, high-risk individuals should wear a surgical mask, gloves and boots; and

Travellers can contract the disease through outdoor water sports. Risk of infection can be minimised by avoiding exposure to water sources (such as rivers, ponds or lakes) that might be contaminated.

     The CHP appealed to members of the public to seek medical advice if they develop symptoms, in particular people with diabetes or other immunocompromised conditions, in order to receive appropriate medical diagnosis and treatment. Meanwhile, high-risk target groups are advised to receive Mpox vaccination.

     The case involves a 36-year-old male patient with good past health. He had developed a fever on September 1 and later developed a localised rash since September 5. He visited the Yung Fung Shee Social Hygiene Clinic of the DH on September 20. He is in stable condition and arrangements were made for him to be admitted to Princess Margaret Hospital.

     An initial investigation revealed that the patient had high-risk exposure in Hong Kong during the incubation period with no travel history. No epidemiological linkages between this case and other confirmed cases recorded in Hong Kong earlier have been found so far. The CHP is continuing its epidemiological investigations of the case and will report the case to the World Health Organization.

     A total of 49 confirmed Mpox cases have been recorded in Hong Kong so far. The CHP appeals again to high-risk target groups to receive Mpox vaccination with a view to lowering the risk of infection or the possibility of having more severe symptoms after infection. Persons who experience Mpox symptoms (including rashes, fever, chills, swollen lymph nodes, exhaustion, muscle pain, and severe headaches) or suspect themselves of being infected are advised to seek medical attention and receive treatment at once, and they should not engage in activities with others during which other people may have contact with their skin rash or body fluids. Members of the public should maintain good personal and hand hygiene to prevent virus transmission or infection through contact. They should also avoid close physical contact with persons or animals suspected of infection.

     The CHP had earlier set up an Mpox telephone hotline (2125 2373). The hotline operates from Monday to Friday (excluding public holidays) from 9am to 5pm, which enables those who suspect or are concerned they have had high-risk contact with confirmed patients, in particular men who have sex with men or those who have sexual practices with strangers, to make enquiries and receive relevant health advice.

     The Government has activated the Alert level of the preparedness and response plan for the disease in September last year and will continue to assess the risk in view of the latest scientific evidence and situation, and implement corresponding control measures.

     The Mpox vaccination programme for high-risk groups commenced on October 5 last year. Under the programme, the following high-risk target groups can receive Mpox vaccination on a voluntary basis:

Individuals with high-risk sexual practices, e.g. having multiple sexual partners, sex workers, or having a history of sexually transmitted infection within the past 12 months;

Healthcare workers responsible for caring of patients with confirmed Mpox;

Laboratory personnel working with zoonotic pox viruses; and

Animal care personnel with high risk of exposure in case of Mpox occurrence in animals in Hong Kong.

     High-risk target groups can receive Mpox vaccination at the designated Mpox vaccination centre (situated at 2/F, CHP building, 147C Argyle Street, Mong Kok), by appointment through email (mpv_booking@dh.gov.hk) or telephone booking line (2547 1900) during office hours. They can also receive Mpox walk-in vaccinations at all of the DH's Social Hygiene Service Clinics (SocHS) (namely Chai Wan SocHS, Wan Chai Male SocHS, Wan Chai Female SocHS, Yau Ma Tei Male SocHS, Yau Ma Tei Female SocHS, Yung Fung Shee SocHS, Fanling SocHS and Tuen Mun SocHS). Further information of the clinics including their locations is available at www.dh.gov.hk/english/tele/tele_chc/tele_chc_shcf.html and www.dh.gov.hk/english/tele/tele_chc/tele_chc_shcm.html.

     Meanwhile, the DH's Integrated Treatment Centre in Kowloon Bay, and the Hospital Authority's Special Medical Clinics at Queen Elizabeth Hospital and Princess Margaret Hospital will continue to provide Mpox vaccination services for their clients.
     HKMC Insurance Limited (HKMCI), a wholly-owned subsidiary of The Hong Kong Mortgage Corporation Limited, announced today (September 22) that amendments are made to the Mortgage Insurance Programme (MIP) for residential properties under construction(Note) so that the applicable eligibility criteria align with those for completed residential properties. Upon the amendments:

for eligible properties under construction with property value up to HK$10 million, the maximum loan-to-value (LTV) ratio is 90 per cent;

for eligible properties under construction with property value above HK$10 million and up to HK$15 million, the maximum LTV ratio is 80 per cent or an LTV ratio derived from a mortgage loan cap of HK$9 million, whichever the higher; and

for eligible properties under construction with property value above HK$15 million and up to HK$30 million, the maximum LTV ratio is 70 per cent or an LTV ratio derived from a mortgage loan cap of HK$12 million, whichever the higher.

     The amended eligibility criteria will apply to mortgage loans for properties under construction for self-occupation with provisional agreements for sale and purchase executed on or after September 22, 2023.

     Before that, the MIP could only provide mortgage insurance for properties under construction with property value up to HK$6 million. In making the amendments this time, the HKMCI has considered the property market conditions and its own business and risk factors, and is seeking to enable the MIP to further promote home ownership.

     Details of the MIP are available at the programme's web page: www.hkmc.com.hk/eng/our_business/mortgage_insurance_programme.html

Note: Pursuant to the eligibility criteria of the MIP, properties under construction must be covered by the Lands Department Consent Scheme and scheduled for completion within 12 months from the drawdown dates of the mortgage loans. For those properties not meeting these criteria, the HKMCI will consider on a case-by-case basis having regard to risk factors. Homebuyers can consult banks to ascertain whether a property development project under construction is covered by the MIP.

HKMA designates market makers for Southbound Trading under Bond Connect

The following is issued on behalf of the Hong Kong Monetary Authority:

     The Business Facilitation Advisory Committee held its 52nd meeting today (September 22). At the meeting, members were briefed by the Commerce and Economic Development Bureau (CEDB), Hong Kong Cyberport Management Company Limited (the Cyberport) and the Labour and Welfare Bureau (LWB) on a series of measures to support small and medium-sized enterprises (SMEs) and trawl for outside talents.

     The CEDB briefed members on their measures to support SMEs. These include:

the SME Financing Guarantee Scheme;

the launch of "Easy BUD" under the Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund); and

the enhancement of the "SME ReachOut" service to assist SMEs in building their capacities, enhancing their competitiveness through leveraging new technologies.

     The Cyberport briefed members on the Digital Transformation Support Pilot Programme (the Pilot Programme) which aims to accelerate the pace of digital transformation of SMEs. The Pilot Programme will operate on a one-to-one matching basis to support SMEs in the food and beverage and retail industries to acquire off-the-shelf basic information technology (IT) solution packages. Three designated categories of digital technology solutions (i.e. point of sale and payment systems, online promotion, and customer management and discount systems) will be available for selection by enterprises. The maximum amount of funding support for each eligible SME is $50,000. It is anticipated that, within two years, at least 8 000 enterprises will be able to enhance their productivity and undergo business upgrading and transformation through the Pilot Programme.

     The LWB briefed members on the Government’s initiatives to proactively trawl for global talents. Launched on December 28, 2022, the Top Talent Pass Scheme (TTPS) aims to attract talents of high-income and with good academic qualifications from all over the world. A two-year pass will be granted to outside talent fulfilling the application criteria to allow them to stay in Hong Kong to explore career opportunities. As of July 31, 2023, over 40 000 TTPS applications were received, among which some 30 000 applications have been approved. In addition, the LWB also introduced the details of the updated talent list promulgated by the government on May 16, 2023, with an expanded coverage from 13 to 51 professions. The expanded list is expected to help attract more high-quality talents in fostering high-quality economic and social development of Hong Kong.

     The Committee appreciated the Government's concerted efforts in launching a series of measures to support SMEs and trawl for outside talents in coping with the changing business environment and augmenting their competitiveness.

     The Committee also received the work reports of its three task forces:

Joint meeting of the three task forces
------------------------------------------

The Environmental Protection Department (EPD) briefed the three task forces on the charging framework and legislative requirements of the Waste Disposal (Charging for Municipal Solid Waste) (Amendment) Ordinance 2021 (Amendment Ordinance) for the implementation of Municipal Solid Waste (MSW) charging. MSW charging will be implemented on April 1, 2024. The EPD has formulated the best practice guides, and has uploaded them to the thematic website for MSW charging for the reference of relevant stakeholders. The EPD is also arranging briefings and specialised trainings for frontline staff of the relevant trades in preparation for the implementation of MSW charging. The Task Forces well-noted the charging framework and legislative requirement of the Amendment Ordinance, and appreciated the exchanges made on the implementation arrangements of the Amendment Ordinance.

Wholesale and Retail Task Force (WRTF)
---------------------------------------------

The Trade and Industry Department (TID) briefed the WRTF by circulation of paper on the enhancements to various support measures for SMEs administered by the department. Among them, the "Easy BUD" was launched in June 2023 to expedite the application and processing procedures for projects with a smaller funding amount, while the cumulative funding ceiling per enterprise under the SME Export Marketing Fund has been raised. The TID also briefed the WRTF on strengthening the services of the "SME ReachOut" in the next five years to provide SMEs with capacity building services and enhance assistance to them in preparing the government-funding applications. The WRTF welcomed the support measures provided by the TID, which assisted SMEs in exploring export markets and enhancing competitiveness.

As travel fully resumed in early 2023, the tourism industry is recovering steadily in an orderly manner. A paper was circulated to the WRTF on the Hong Kong Tourism Board (HKTB)'s work and progress in driving the tourism recovery, and the strategic focus for the future. Launched in February 2023, the Hello Hong Kong global promotional campaign has successfully delivered the message that Hong Kong is back to normalcy and has returned to the world stage. The HKTB also encourages tourism-related sectors to provide professional quality tourism services, and will continue to provide support to the tourism industry to step up its recovery. The WRTF welcomed the HKTB's work on promoting tourism recovery and facilitating the full recovery of the tourism industry.

Food Business and Related Services Task Force (FRSTF)
--------------------------------------------------------------

The Food and Environmental Hygiene Department (FEHD) briefed the FRSTF on the enhancement measures to shorten the processing time for licence applications and to facilitate the food trade's compliance with the licensing requirements. These measures include: relaxation of the licensing requirements for specific types of automatic food vending machines; acquiring no connected bakery licence for preparation of bakery products for retail sale and consumption in licensed restaurants; streamlining requirements on the submission of particular documents for food business licence applications; and relaxing the restrictions on food preparation for temporary food factories. The FRSTF thanked the FEHD for launching these measures to facilitate compliance and reduce the operational burden of the food trade.

Task Force on Business Liaison Groups (BLGTF)
-----------------------------------------------------

The Companies Registry (CR) briefed the BLGTF on the implementation of the Unique Business Identifier (UBI) and its Next Generation of Integrated Companies Registry Information System (Revamped ICRIS). The business registration number (i.e. the first eight digits of the Business Registration Certificate number) will be adopted as the UBI of companies/entities for the Government and businesses to uniquely identify legal entities in various transactions and regulatory interactions, while the Revamped ICRIS will enable customers to interact with the CR through a single integrated online platform. Both measures will be fully rolled out on December 27, 2023. The BLGTF thanked the CR for implementing the new measures to facilitate businesses.

     The Committee also expressed appreciation of the commitment and achievements of the bureaux and departments in continuously implementing the business facilitation measures under the Be the Smart Regulator Programme to enhance their business licensing services.
Test results indicated that the toy gun and its whistle accessory might pose a safety hazard. To avoid an accident, parents should immediately stop their children from playing with the toy set. Traders should also remove the toy set from their shelves.

     Customs officers earlier test-purchased various models of projectile toys from retailers in different districts for safety testing. Test results revealed that one model of a toy gun could allow children to put objects other than the original accessories into the barrel for shooting. It could cause injury if the objects were shot at children's or other people's eyes or faces. Moreover, the whistle accessory of the toy set could emit a sound over the permissible limit. It could cause damage to hearing if children were under prolonged exposures.

     Customs later conducted an operation and searched the retailer's premises in connection with the case. Six suspected unsafe toy guns of the same model were seized and a prohibition notice was served at the same time to prohibit the continued sale of the toy set by the retailer and the related wholesaler.

     An investigation is ongoing.

     Customs reminds members of the public to observe the following safety tips when purchasing and playing with toy guns:

Do not let children play with toys alone;

Pay attention to age recommendations shown on labels;

Pay attention to and follow all instructions associated with the toys;

Do not put objects other than the original accessories into toy guns for shooting;

Do not aim the toy guns at eyes or faces; and

Do not let children put sound-emitting toy parts close to their ears.

     Customs is committed to the protection of consumer safety and regularly conducts spot checks and safety tests on toys and children's products to ensure that they are reasonably safe for use by consumers.

     Under the Toys and Children's Products Safety Ordinance, it is an offence to supply, manufacture or import unsafe toys or children's products. The maximum penalty upon conviction is a fine of $100,000 and imprisonment for one year on first conviction, and a fine of $500,000 and imprisonment for two years on subsequent conviction.

     Members of the public may report information relating to suspected unsafe toys or children's products via Customs' 24-hour hotline 2545 6182 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

Inspection of aquatic products imported from Japan

       In response to the Japanese Government's plan to discharge nuclear-contaminated water at the Fukushima Nuclear Power Station, the Director of Food and Environmental Hygiene issued a Food Safety Order which prohibits all aquatic products, sea salt and seaweeds originating from the 10 metropolis/prefectures, namely Tokyo, Fukushima, Ibaraki, Miyagi, Chiba, Gunma, Tochigi, Niigata, Nagano and Saitama, from being imported into and supplied in Hong Kong.

        For other Japanese aquatic products, sea salt, and seaweeds that are not prohibited from being imported into Hong Kong, the Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department will conduct comprehensive radiological tests to verify that the radiation levels of these products do not exceed the guideline levels before they are allowed to be supplied in the market.

        As the discharge of nuclear-contaminated water is unprecedented and will continue for 30 years or more, the Government will closely monitor and step up the testing arrangements. Should anomalies be detected, the Government does not preclude further tightening the scope of the import ban.

        From noon on September 21 to noon today (September 22), the CFS conducted tests on the radiological level of 162 food samples imported from Japan, which were of the "aquatic and related products, seaweeds and sea salt" category. No sample was found to have exceeded the safety limit. Details can be found on the CFS's thematic website titled "Control Measures on Foods Imported from Japan" (www.cfs.gov.hk/english/programme/programme_rafs/programme_rafs_fc_01_30_Nuclear_Event_and_Food_Safety.html).

       In parallel, the Agriculture, Fisheries and Conservation Department (AFCD) has also tested 52 samples of local catch for radiological tests. All the samples passed the tests. Details can be found on the AFCD's website (www.afcd.gov.hk/english/fisheries/Radiological_testing/Radiological_Test.html).

       The Hong Kong Observatory (HKO) has also enhanced the environmental monitoring of the local waters. No anomaly has been detected so far. For details, please refer to the HKO's website
(www.hko.gov.hk/en/radiation/monitoring/seawater.html).

      From August 24 to noon today, the CFS and the AFCD have conducted tests on the radiological level of 4 677 samples of food imported from Japan (including 2 776 samples of aquatic and related products, seaweeds and sea salt) and 1 454 samples of local catch respectively. The two departments also commenced a large-scale joint operation to rigorously combat UBWs and unlawful occupation of government land of houses on the seafront of Redhill Peninsula.

     "The government contractor will soon complete the urgent repair works for the government slope on the seafront of Redhill Peninsula involved in an earlier landslide incident. The four houses involved in the incident (houses 70, 72, 74 and 76) all have serious UBWs. After investigation, the BD today issued removal orders under the Buildings Ordinance to the relevant owners for the removal of UBWs in private premises and land. In accordance with the orders, owners are required to appoint registered building professionals to submit remedial proposals (including an assessment on the impact of the relevant unauthorised building works on the overall slope and building structure) and building plans, and reinstate the affected parts of the buildings in accordance with the approved plans after obtaining the BD's approval and consent. The relevant reinstatement works should be commenced within 90 days and completed within 150 days from the date of issuance of the order (i.e. today). The BD will also deliver the orders to the Land Registry today for registration against the relevant property titles (commonly known as 'imposing an encumbrance on the register')," the spokesman said.

     "Out of the four houses, three have unlawfully occupied government land. The LandsD has issued notices pursuant to the Land (Miscellaneous Provisions) Ordinance to the relevant owners (i.e. houses 70, 72 and 74) requiring the occupiers to demolish the structures on government land and cease occupation of the land. As the locations being occupied involve government slope, the LandsD has required the relevant persons to submit a demolition proposal to the Government within 30 days from the date of the issuance of the notice for vetting to ensure that the works will not affect the safety and stability of the slope. The demolition works are required to be completed within 150 days from the date of issuance of the notice," the spokesman said.

     The BD will instigate prosecution against owners who fail to comply with the removal orders without reasonable excuse. The maximum penalty upon conviction is a fine of $200,000 and one-year imprisonment, and a further fine of $20,000 for each day that the offence continues. As for non-compliance with the LandsD's notice to demolish the structures on the relevant government land or persons who continue to occupy government land in contravention with the notice without reasonable excuse, the LandsD will instigate prosecution against the persons concerned. If convicted on the first occasion the maximum penalty is a fine of $500,000 and imprisonment of six months, and a further fine of $50,000 for each day that the offence continues; on each subsequent occasion the maximum penalty is a fine of $1,000,000 and imprisonment of six months, and a further fine of $100,000 for each day that the offence continues. The owners must bear the costs of removing the UBWs and the structures occupying government land on their own. Moreover, if it is confirmed that the UBWs are related to the damage of the government slopes, the Government will definitely seek to recover the cost of slope repair works from the relevant persons.

     The spokesman stressed that the issuance of removal orders and notices requiring cessation of occupation of government land are only the actions at the present stage. The Government is still collecting and consolidating evidence and does not rule out taking further prosecution actions against the persons involved in the above cases (including owners, professionals and contractors participating in the construction works of the UBWs) after seeking legal advice.

     "Regarding the other houses on Redhill Peninsula, the earlier incident has shown clearly that any unauthorised basements, damage to retaining walls or construction of unauthorised storeys in houses situated on the slope along the seafront will affect the stability of the slope and pose high risks to the structural safety of buildings. Therefore, in accordance with the 'risk-based' enforcement approach, the two departments will focus and accord priority to 85 houses along the seafront (which has excluded the four houses mentioned above) in the area, of which around 70 are preliminarily suspected to have UBWs and around 40 are preliminarily suspected to have unlawful occupation of government land. The BD and the LandsD have commenced a large-scale joint operation today to kick-start inspection of suspected non-compliant houses on the seafront by phase, with a view to rigorously combating UBWs or unlawful occupation of government land. If necessary, the Government will apply to the court for warrants and exercise powers in accordance with the law to enable the two departments to enter the houses for inspection and collection of evidence," the spokesman added.

     In order not to prejudice upcoming prosecution work, the Government will not disclose the particulars or investigation details of individual cases at this stage.

     The Development Bureau also issued letters today to industry organisations involved in property transactions (including the Estate Agents Authority, the Hong Kong Association of Banks and the Law Society of Hong Kong) to remind relevant professionals to stay vigilant about the compliance or otherwise of a property with relevant laws and requirements and provide accurate information to their clients. If there is doubt, they should remind their clients to seek professional advice to avoid unnecessary risks and legal liabilities. Moreover, the Government also reminds members of the public to carefully ascertain the status of the property and ensure that there are no breaches of laws and regulations when purchasing properties to avoid incurring any legal liabilities and losses.

HA shopping centres join Night Vibes Hong Kong campaign to hold promotion activities for celebration of Mid-Autumn Festival and 74th Anniversary of Founding of People's Republic of China (with photos)

The following is issued on behalf of the Hong Kong Housing Authority:

     Compared with the grading released last week, Golden Beach has been upgraded from Grade 2 to Grade 1. Clear Water Bay Second Beach, Deep Water Bay Beach, Stanley Main Beach, and Tai Po Lung Mei Beach have been changed from Grade 1 to Grade 2, and Silver Mine Bay Beach from Grade 2 to Grade 3.

     "The deterioration of water quality in Castle Peak Beach was largely due to the unstable weather in the past few weeks, and its recovery has been slower than other beaches due to its enclosed environment rendering natural flushing less effective," an EPD spokesman said.

     Under the present grading system, beaches are classified into four grades, namely Good (Grade 1), Fair (Grade 2), Poor (Grade 3) and Very Poor (Grade 4), according to the level of E. coli in the water. Grades are calculated on the basis of the geometric mean of the E. coli counts on the five most recent sampling occasions.

     While the ratings represent the general water quality at the beaches, the EPD spokesman reminded members of the public that water quality could be temporarily affected during and after periods of heavy rain. Bathers should avoid swimming at beaches for up to three days after a tropical cyclone or heavy rainfall.

     A summary of beach grades is published weekly before the weekend. The latest beach grades based on the most current data may be obtained from the EPD's website on Beach Water Quality (www.epd.gov.hk/epd/beach) or the beach hotline, 2511 6666.

     In line with the vision to develop Hong Kong into a smart city, the EPD launched the Beach Water Quality Forecast System on August 15 to provide daily water quality forecasts for all gazetted beaches in Hong Kong that are open for swimming, to supplement the existing beach water quality monitoring programme and further enhance services to the public (see Note 4). From now on, members of the public can obtain the latest daily water quality forecast information for all beaches through the Beach Water Quality Forecast mobile application (available for download from: www.epd.gov.hk/en/BWQApp) or the dedicated beach water quality forecast page (www.epd.gov.hk/en/BWQForecast) on the EPD's beach thematic website.

Note 1: Lifeguard services are provided by the Leisure and Cultural Services Department at 26 gazetted beaches, marked with an asterisk (*) above, from September 1. Some gazetted beaches under the management of the Leisure and Cultural Services Department are temporarily closed due to inspection and clearance work of damages and miscellaneous articles caused by the extreme weather conditions. For details, please refer to the Leisure and Cultural Services Department's Special Announcement (www.lcsd.gov.hk/en/index.html).

     "To provide a better environment for members of the public to enjoy the festive occasion, we appeal to them not to burn or melt wax. They should not sprinkle or pour liquids onto hot wax. Metal cans or non-flammable containers should be used to collect melted wax for easy disposal into litter bins after the containers cool down," a spokesman for the LCSD said.

     "Moreover, members of the public should not throw glow sticks or other objects onto trees, as doing so may cause damage to the trees and affect the cleanliness of venues. Furthermore, they should not fly sky lanterns as doing so might cause injuries or damage to property and facilities."

     The spokesman said patrols will be stepped up at the department's venues including parks, public beaches and barbecue sites from September 29 and 30. Staff will be deployed to take enforcement action against littering, wax burning, throwing objects onto trees and flying sky lanterns on these two nights.

     Members of the public may call the LCSD's hotline on 2414 5555 to report any cases of wax burning or flying sky lanterns, or other irregularities found at LCSD venues.

     According to the Pleasure Grounds Regulation, no person shall, in any pleasure ground, melt or burn any wax; sprinkle or pour any liquid onto any hot wax; damage any part of any tree, shrub or plant; or fly kites, model aircraft, balloons or other devices (including sky lanterns). According to the Bathing Beaches Regulation, no person shall, on any bathing beach, do any act that is likely to endanger or obstruct any other person using the beach, or damage, deface or pollute the beach or anything situated thereon. Any person who is convicted is liable to a maximum fine of $2,000 and 14 days' imprisonment.

     Littering offenders will be issued with a fixed penalty notice with a fine of $1,500, while those who burn wax, throw objects onto trees or fly sky lanterns may be prosecuted.

Public library opening hours for Mid-Autumn Festival

     All Hong Kong public libraries will close at 5pm on the Mid-Autumn Festival (September 29, Friday).

     Employees who work outdoors or in non-air-conditioned indoor environments face high levels of heat stress and are at a relatively higher risk of heat stroke. Employers should assess the risk factors of heat stress for employees at work and, based on the identified risk factors, take necessary preventive and control measures, including rescheduling work periods, setting up shading covers, providing ventilation and heat dissipation equipment, and reminding employees to replenish water and rest in a timely manner.

     The Heat Stress at Work Warning is formulated by the LD based on the Hong Kong Heat Index. There are three levels of the warning: Amber, Red and Black, which help employers and employees better understand the level of heat stress while working outdoors or indoors without air-conditioning systems.

     A spokesman for the LD said that when the department issues the Heat Stress at Work Warning, employers must refer to the criteria and recommendations provided in the "Guidance Notes on Prevention of Heat Stroke at Work" to conduct risk assessments, according to the workloads and other relevant heat stress risk factors, for employees who work outdoors or in non-air-conditioned indoor workplaces. Appropriate rest breaks should be arranged every hour, as far as reasonably practicable, based on various levels of the Heat Stress at Work Warning, to reduce employees' risk of heat stroke.

     Employees must also follow instructions to rest on time. Whenever there are any symptoms of heat-related illnesses, such as headache, dizziness, thirst, and nausea, they should rest in a cool and shady place, drink water, and inform employers/supervisors to take appropriate action immediately.

     The LD issued the "Guidance Notes on Prevention of Heat Stroke at Work", detailing the various risk factors that should be considered when conducting heat stress risk assessments and recommending corresponding control measures for identified risk factors for employers' and employees' reference. For the Heat Stress at Work Warning and related guidelines, please refer to the department's thematic webpage: www.labour.gov.hk/eng/news/prevention_of_heat_stroke_at_work.htm.

Housing Bureau to organise Transitional Housing Open Day (with photos)

     The Housing Bureau (HB) will organise the second Transitional Housing Open Day on September 24 (Sunday) to introduce transitional housing projects to the public. The Minister of Culture and Tourism, Mr Hu Heping, came to Hong Kong and presented the plaques at a ceremony held at the Dr Sun Yat-sen Museum today (September 22) to the protection organisations of the two national ICH items, representatives of the Hong Kong Tin Hau Festival Association and the Hong Kong Cheongsam Association, in the presence of the Acting Chief Executive, Mr Chan Kwok-ki; the Acting Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; and the Acting Director of Leisure and Cultural Services, Miss Eve Tam.

     At the invitation of the Ministry of Culture and Tourism of the People's Republic of China in June 2019 to apply for inscription onto the list of the national ICH, the Hong Kong Special Administrative Region (HKSAR) Government submitted the application after consulting the views of the ICH Advisory Committee.

     The two successfully inscribed items are under the categories of "social practices, rituals and festive events" and "traditional craftsmanship" defined by the Convention for the Safeguarding of the ICH promulgated by the United Nations Educational, Scientific and Cultural Organization. With outstanding historical and cultural value, these two items are representative of their kind. Both items were also inscribed onto the First ICH Inventory of Hong Kong and the Representative List of the ICH of Hong Kong in 2014 and 2017 respectively.

     Details of the two items are as follows:

(1) Tin Hau Festival in Hong Kong

          The Tin Hau belief and customs have a long history in Hong Kong. It is believed that the Tin Hau Temple located in Joss House Bay, Sai Kung, was built in the Southern Song dynasty. Every year, on the 23rd day of the third lunar month, or on other designated dates, the birthday of Tin Hau is celebrated on different scales in various districts. Some local organisations stage Cantonese opera performances to express gratitude to Tin Hau, and organise the fa pau (paper floral tributes) lots drawing ceremony. Some may also hold parades along waterways or on land. The communities and ethnic groups are united through the celebrations.

(2) Hong Kong cheongsam making technique

     The origin of the cheongsam dates back to decades ago and it became popular during the early Republican period. After World War II, many tailors moved from Shanghai to Hong Kong. As a result, the craftsmanship of the Hong Kong cheongsam was enriched and Western sewing skills were taken up, resulting in the uniqueness of the Hong Kong cheongsam making technique. Once everyday attire for Hong Kong women, Hong Kong cheongsam becomes the elegant dress at special occasions nowadays. The men's cheongsam is a symbol of the seniority of clan elders in the New Territories, and carries important social significance.

     The State Council announced four batches totalling 1 372 items inscribed onto the list of the national ICH in 2006, 2008, 2011 and 2014. The Governments of Guangdong, the HKSAR and the Macao Special Administrative Region jointly applied and succeeded in inscribing Cantonese opera and herbal tea onto the first batch of the list. In 2011, four local ICH items, namely the Cheung Chau Jiao Festival, the Tai O dragon boat water parade, Mid-Autumn Festival – the Tai Hang fire dragon dance and the Yu Lan Festival of the Hong Kong Chiu Chow community, were successfully inscribed onto the third batch of the list. In 2014, four local ICH items, namely the Hakka unicorn dance in Hang Hau in Sai Kung, the Wong Tai Sin belief and customs, the Quanzhen Temples Taoist ritual music and the arts of the guqin, were successfully inscribed onto the fourth batch of the list.

     The Government is dedicated to preserving and promoting local ICH. The ICH Office co-organised the "Transmission Scheme for Hong Kong-Style Cheongsam Sewing Technique" with the Technological and Higher Education Institute of Hong Kong in 2018 and 2019, organised a talk "The Aesthetics and Sewing Craft of Cheongsam for Men and Ladies" in 2019, and co-organised an "Intangible Cultural Heritage Seminar - Hong Kong Cheongsam Making Technique" with the Hong Kong Cheongsam Association and respective academic institutions in 2022.

     To further promote the safeguarding of ICH, the Government approved a funding of $300 million in late 2018 for launching the ICH Funding Scheme to engage the community and strengthen various aspects of safeguarding work for the ICH of Hong Kong. Among those, funds were allocated to enable local academic institutions to carry out research and survey of the items and the subsequent publication, as well as launching educational programmes and establishing database regarding cheongsam. In addition, local organisations were funded to organise Tin Hau Festivals in various districts, such as Kowloon City, Yau Ma Tei, Fat Tong Mun, Po Toi Island, Tai O Fan Lau and Hang Hau.

     The Government will continue its commitment to preserving and promoting local ICH and will also encourage the participation of the community in supporting the transmission and development of Hong Kong's traditional culture.

Proposed works of Route 11 (section between Yuen Long and North Lantau) gazetted

     The Government gazetted today (September 22) the proposed construction of Route 11 (section between Yuen Long and North Lantau), consisting of three tunnels, two open road sections, the Tsing Lung Bridge and four interchanges, with a view to meeting the traffic demand arising from the progressive development of the Northwest New Territories (NWNT), enhancing the connectivity of major roads and relieving the traffic congestion on the major roads connecting the urban areas with the NWNT.

     The EDB replaced the Liberal Studies with the CS subject, which has been implemented at Secondary Four since the 2021/22 school year, and extended to Secondary Six in the 2023/24 school year. The first HKDSE Examination for the subject will be administered in 2024 and the results will be reported either as "Attained" or "Unattained".

     The Civil Service Bureau (CSB) accepts "Attained" in the CS subject as meeting the entry requirements of relevant civil service grades. For appointment to civil service grades which require an entry requirement at Level 2 or equivalent in five subjects in HKDSE Examination, a candidate attaining a combination of five subject results in the HKDSE Examination, which include Level 2 in Senior Secondary subjects, "Attained" in Applied Learning subjects (subject to a maximum of two subjects) and Grade E in Other Language subjects, is regarded as having met such requirement. The implementation of the CS subject helps students build a solid knowledge base, develop critical thinking, and problem-solving skills, cultivate proper values and attitudes, and develop a sense of national identity. Mainland study tours of the CS subject form part of the curriculum, but do not involve public assessment.

Wear loose and light-coloured clothing to reduce heat absorption and facilitate sweat evaporation and heat dissipation;

Avoid vigorous exercise and prolonged activities like hiking or trekking as heat, sweating and exhaustion can place additional demands on the physique;

Perform outdoor activities in the morning or the late afternoon;

For indoor activities, open all windows, use a fan or use air-conditioning to maintain good ventilation;

Minimise direct exposure of the skin and the eyes to sunlight;

Wear long-sleeved and loose-fitting clothes;

Wear a wide-brimmed hat or use an umbrella;

Seek a shaded area or put on UV-blocking sunglasses;
