he
Ministry of Human
Resources (MoHR) plays
a very important role in
ensuring that Malaysia’s
labour force is on par
with the rest of the world
by determining that its
workforce policies and direction are in line
with its commitment towards standards
set by the United Nations. Under the
administration of Dato’ Sri Richard Riot
Anak Jaem, the ministry aims to become
the leading agency in the development and
management of a world class workforce
with its own well-planned strategies and
initiatives.
“Our main role is to update and imple-
ment labour policies and laws to create
an efficient, productive and disciplined
workforce with positive values and good
work ethics. On top of that, the ministry
also looks into occupational safety and
health policies and laws to ensure a
healthy and safe work environment. The
NIHR monitors the development and
movement of trade unions to be orderly
for the benefit of the nation at large,” said
Dato’ Sri Richard Riot.
According to him, theMoHR creates job
opportunities and placement for individu-
als with required skills and education. This
is done through control and labour market
analysis to formulate policies relating to
employment, development of a skilled
workforce and productivity-linked wage
system. Vocational and skills training
syllabus and certification are constantly

“In order to achieve its vision and
mission as a leader in the development of
human resources, the MoHR has devel-
oped its Strategic Plan (MoHR Strategic
Plan 2011 - 2015). This is a blueprint for
the management of the ministry which is
expected to support the other strategies
that are in line with the objectives outlined
by the government in order to achieve a
developed nation status by the year 2020,”
he said.
“Through this comprehensive plan,
the managing of internal or external
challenges in human resources issues
are addressed in the tripartite and smart
partnership spirit. This document focuses
on the achievement of a national mission,
customers and stakeholders’ expectations
and aspirations of public service that
require high commitment from all the
staff of the ministry to deliver the best
and effective services to the citizens,” the
minister added.
As far its implementation goes, the
ministry’s Strategic Plan 2011 - 2015 in-
